Ministry of Education and Training adjusts 2025 enrollment regulations to avoid strange combinations

The Ministry of Education and Training (MOET) has just issued guidelines for university admissions in 2025, which outlines strict regulations to eliminate the situation where schools use inappropriate admission combinations, often referred to as “strange combinations”. The goal of this regulation is to ensure that candidates are selected based on their basic knowledge and core competencies appropriate to their field of study, creating fairness and transparency in the admission process.

According to the new guidelines, universities need to develop a scientific and practical admission method. Subject combinations or independent assessment tests used for admission must ensure the selection of candidates with a solid knowledge base and abilities suitable for the training program. In particular, if the major requires basic knowledge in a specific subject, schools must specify an entry threshold for that subject. For example, in the field of Medicine, if Biology is a necessary basic knowledge, the school must set a condition on the Biology score from the high school program or the high school graduation exam of the candidate.

The Ministry of Education and Training also requires schools to clearly specify the minimum score for the core content directly related to the major in the total score of the exam. For example, if the admission to the Mathematics major is based on an independent assessment test, the school must clearly state the percentage of the Mathematics score that candidates need to achieve in that test. This regulation is to ensure that candidates have sufficient professional capacity to study the chosen major.

However, the Ministry also noted some exceptions. For Language majors where learners start from a basic level, or majors such as Technology Pedagogy, Information Technology Pedagogy, schools can flexibly adjust the admission combination or input threshold to suit the training characteristics.

Previously, in the 2025 admissions season, many universities announced controversial admissions plans when using combinations unrelated to the major. For example, some schools recruited English majors but the combination did not include English, or recruited History Pedagogy majors but did not require History in the combination. Some schools even recruited Medicine majors but the combination did not include Biology. These "strange combinations" have confused many candidates, causing them to worry about fairness and the quality of training after being admitted.

To overcome this situation, the Ministry of Education and Training requires schools to carefully review the subject combinations and admission methods, especially for majors or groups of majors that use many different combinations. Schools need to choose subject combinations based on the requirements for basic knowledge and core competencies that candidates need to have to study. Particularly for teacher training majors, the Ministry emphasizes that the subject combinations for admission or the entrance threshold must have specific requirements for corresponding subject knowledge, in order to ensure the input quality of sensitive majors such as education.

These new regulations of the Ministry of Education and Training are expected to help standardize the university admission process, bring fairness to candidates and improve the quality of training in universities and colleges across the country.

High School Graduation Exam Plan 2025

The 2025 high school graduation exam will take place on June 26 and 27. Candidates are divided into two groups based on the curriculum:

Group according to current general education program (2018): Must take 4 exams, including 2 compulsory subjects: Math and Literature, and 2 elective subjects from the following subjects: Chemistry, Physics, Biology, Geography, History, Economic and Legal Education, Information Technology, Technology and Foreign Languages.

Group following the old program (2006): Take the Literature, Math, Foreign Language exams and one of two combined exams: Natural Science or Social Science.
