Accordingly, the Ministry of Education and Training proposed to review and evaluate the current status of the network of preschool, primary, secondary, high school and continuing education facilities, including schools, school locations, class size, management staff, teachers and employees.
Based on the review results, localities develop plans and projects to merge, consolidate, dissolve or establish new educational institutions in a reasonable and effective manner, without wasting resources.
Local plans and arrangements need to consider merging small-scale, substandard kindergartens and primary schools in the same commune according to a suitable roadmap.

At the same time, the arrangement will prioritize primary and secondary school models in sparsely populated areas or places with difficult travel conditions.
The Ministry's policy is to retain schools and school locations with favorable conditions in terms of facilities, traffic, and population; to dissolve substandard and ineffective satellite schools; and to concentrate children, students, and trainees on main schools with standard facilities.
The Ministry also proposed that localities arrange and reasonably organize the team of managers, teachers and staff for preschool, general education and continuing education facilities according to the job position plan; ensuring balance between education levels and types of educational facilities.
Previously, according to Plan 130 on summarizing Resolution No. 18, the Central Steering Committee requested the merger and dissolution of substandard higher education institutions.
Regarding public service units in the field of education in the locality, the Steering Committee said that it will basically maintain the existing public high schools, middle schools, primary schools, inter-level schools, and kindergartens; propose arrangements and adjustments if necessary to conveniently serve the needs of people and students.
In mountainous and highland provinces, ethnic minorities will continue to review and arrange separate schools to focus on forming boarding and semi-boarding schools for students at commune or inter-commune centers.
The Steering Committee also proposed to merge vocational education centers and continuing education centers into vocational secondary schools equivalent to high schools under the Department of Education and Training to provide public services in inter-ward and commune areas; each province and city should have no more than 3 vocational schools.
