Permanent Deputy Prime Minister Nguyen Hoa Binh - Deputy Head of the Central Steering Committee for summarizing Resolution No. 18 signed plan 130 on rearranging public service units, state-owned enterprises, and organizations within the state administrative system.
Continue to reorganize the administrative apparatus
According to the plan, for the central administrative organization, we will continue to review and streamline the organizational structure in ministries, ministerial-level agencies, and government agencies, especially department-level units and bureaus under ministries and branches, to ensure no overlap in functions and tasks.
At the local level, regulations on functions, tasks, and organizational structure of provincial and communal agencies, units, and organizations will be reviewed and promptly issued, especially agencies, units, and organizations after mergers and acquisitions under the new model.
From there, propose and make reasonable adjustments if necessary to ensure no overlap or omission of functions and tasks; continue to research and propose plans to streamline internal organizations of provincial departments, agencies, branches, agencies and units.
For central public service units within the organizational structure, continue to review, arrange, and consolidate to ensure streamlining, improve quality and efficiency.
For units outside the organizational structure, only retain units serving political tasks and leading units associated with the functions and tasks of ministries and branches.
The rest will be converted into a joint stock company when meeting all conditions, as well as reviewing and arranging the internal organization to meet the required establishment criteria.
How are local public health and education units arranged?
For localities, public service units in the education sector are allowed to basically maintain existing public general schools, junior high schools, primary schools, inter-level schools, and kindergartens, and propose arrangements and adjustments if necessary to conveniently serve the needs of people and students.
Local health agencies are required to improve the preventive health system, maintain existing provincial public hospitals, and promote socialization where conditions permit. Each province and city must have at least one specialized hospital; a geriatric hospital or a general hospital with a geriatric department.
For state-owned enterprises, research and develop a number of large-scale domestic strategic digital technology enterprises. Restructure state-owned enterprises, equitize, divest state capital, focus on key and essential fields.
As requested, the Steering Committee requested the People's Committees of provinces and cities to proactively develop plans to arrange public service units under their management; ministries, branches and government agencies to send them to the Ministry of Home Affairs for synthesis before September 25.
