The Ministry of Education and Training has just issued guidelines for university admissions in 2025, including requirements for developing admission methods (combinations, independent exams).
Accordingly, subject combinations or independent assessment tests used for admission must be scientifically and practically developed and ensure the selection of candidates with basic knowledge and core competencies suitable for the training program.

In the case where a university or college training program requires basic knowledge in a certain subject, the training institution must specify the entry threshold for that subject (to ensure that candidates have studied it in high school). For example, a medical training program that requires basic knowledge in Biology must specify the requirements for Biology scores in high school or the high school graduation exam.
The training institution must specify the minimum percentage of the core content (related to the field of study) that the candidate must achieve in the total score of the exam. For example, when considering admission to the Mathematics major using an independent assessment test, the training institution must clearly specify the percentage of the Mathematics section score in the exam.
The Ministry of Education and Training also noted some exceptions, including Language training majors where learners start from a basic level. Similarly, majors such as Technology Pedagogy or Information Technology Pedagogy can also have appropriate adjustments.
Previously, many universities announced their 2025 enrollment plans, using odd combinations without major subjects (admitting to English but considering combinations without English, or History Pedagogy but combinations not requiring History) or enrolling in Medicine but not including Biology in the combination... causing many candidates to feel confused and worried about unfairness in university admissions.
The Ministry of Education and Training then requested training institutions to pay special attention to training programs, majors, and groups that use many combinations and admission methods. Schools that choose the combination of subjects for admission must ensure that it is based on the requirements of basic knowledge and core competencies that candidates need to have to study.
For teacher training majors, the subject combination for admission or the entrance threshold must have specific requirements for the corresponding subject knowledge.
