On November 12, the Party Committee of the Ministry of Education and Training (MOET) sent a document to the Standing Committees of Provincial Party Committees of provinces and cities on the organization and arrangement of preschool, general education, and continuing education facilities.
Accordingly, the Ministry requested localities to strictly implement the Central Government's direction and current regulations on the arrangement of public service units in the education sector. That is, "basically maintain the existing public high schools, middle schools, primary schools, inter-level schools and kindergartens; only propose arrangements and adjustments when really necessary in a convenient direction, serving the needs of the people and students".
The Ministry affirmed that it is necessary to comprehensively evaluate the arrangement options to build a suitable implementation roadmap or adjustment plan to ensure feasibility, stability and not disrupt teaching and learning activities.
At the same time, localities need to temporarily suspend the implementation of plans to rearrange public educational institutions that are oversized or do not meet minimum conditions until a full impact assessment is conducted.

The arrangement must comply with regulations on school and class size; teaching staff and standards; facilities, land fund, population density and geographical conditions; and absolutely must not affect students' right to study.
The document also requires provinces and cities to direct the review and arrangement of separate schools according to a suitable roadmap, maintain and develop boarding and semi-boarding models for ethnic minority students at commune or inter-commune centers.
When arranging, schools need to prioritize safe travel conditions for students such as reasonable distance, not increasing costs and risks, especially in difficult areas, borders, and islands.
The Standing Committee of the Party Committee of the Ministry of Education and Training requested that provinces and cities direct the review and completion of the plan according to the above contents and inform the Ministry of the results before December 1.
Previously, when the Ministry of Education and Training issued Official Dispatch No. 6165 guiding the arrangement and organization of preschool, general education and continuing education facilities, a number of localities proactively streamlined the network of public education facilities.
However, the Ministry assessed that the implementation is still limited in some places, potentially affecting teaching and learning organization and educational security, especially in disadvantaged areas and densely populated urban areas.
