
According to Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training, the education sector is resolutely implementing important resolutions of the Central Party and Government: Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development; Resolution 281/NQ-CP of the Government promulgating the Action Program to implement Resolution No. 71-NQ/TW.
Accordingly, the Ministry of Education and Training is assigned to preside over and coordinate with relevant ministries, agencies and localities to carry out many tasks related to the management of diplomas and certificates such as: Building a database of digital transcripts and digital diplomas for learners nationwide according to personal identification codes, to be completed in 2025; Issuing regulations and digitizing diploma and certificate data (prioritizing data of citizens born from 1970 onwards), to be completed before December 15, 2025; proposing solutions to use citizen identification codes to identify diplomas...
In particular, the issuance of more than 1 million digital diplomas for high school graduation certificates is targeted to be completed by December 31, 2025. This is an important step to synchronously deploy digital diplomas for all levels of education from 2026, including: high school, vocational education, university and postgraduate education.
In addition, the Ministry of Education and Training is also presiding over the amendment and supplementation of three draft laws: Law on amending and supplementing a number of articles of the Law on Education; Law on Higher Education (amended); Law on Vocational Education (amended). Many new, breakthrough regulations on the management of diplomas and certificates have been legalized, such as regulations on digital diplomas and digital certificates; replacing junior high school diplomas with confirmation of secondary school completion transcripts; assigning the authority to grant high school diplomas to principals; supplementing vocational secondary school diplomas; regulations on granting university education certificates to learners after completing a course or part of a training program, etc.
Currently, the Ministry of Education and Training is urgently completing the draft Circulars to ensure timely issuance. Regarding the draft Circular promulgating the Regulations on diplomas and certificates of the national education system, the Ministry of Education and Training has sent for comments and received comments from 24 Departments of Education and Training, more than 50 higher education institutions and is currently continuing to organize the reception and revision of the draft.
