Attending the Conference were representatives of the Hai Phong City People's Committee, Food Safety Management Board, Department of Agriculture and Rural Development, relevant agencies and units under the Ministry of Agriculture and Rural Development, a number of large distribution and retail corporations, and key agricultural product industry associations.
There are over 2,500 safe food chains and over 10,800 OCOP products.
According to the report of the Ministry of Agriculture and Rural Development, it is known that in recent years, the entire Agriculture and Rural Development sector has focused its forces, closely and effectively implemented the work of quality management, food safety, processing and developing the agricultural, forestry and fishery market and has achieved positive results.
In 2023, the Ministry of Agriculture and Rural Development focused on perfecting mechanisms, legal policies and executive direction. Specifically, reviewing and perfecting legal documents to submit to the Government for promulgation of a Decree on investment policies to support improving livestock efficiency by 2030; issuing 5 Circulars and 1 Decision promulgating amended and supplemented administrative procedures in the field of agricultural, forestry and fishery product quality management; promulgating and assigning codes to 51 standards and regulations on agricultural material quality management and food safety. Clearly defining and integrating the orientation of ensuring quality and food safety in documents and directives for sustainable agricultural and rural development.

In addition, the Ministry of Agriculture and Rural Development has implemented plans, projects, and programs to ensure the quality and safety of agricultural, forestry, and fishery products. Typical examples include directing the development and effective implementation of projects such as the Project on Ensuring Food Safety and Improving the Quality of Agricultural and Forestry Products for the 2021-2030 period; the Project on Developing the Fruit and Vegetable Processing Industry for the 2021-2030 period; the Project on Developing the Salt Industry for the 2021-2030 period; and projects to promote exports to the EU, US, Japan, and China markets; etc.
Continue to preside over and coordinate with relevant socio-political organizations and localities in ensuring food safety in reality and effectively implementing the Coordination Program No. 01/CTPH-CP-HNDVN-HLHPNVN dated October 13, 2021 between the Government, the Vietnam Farmers' Union, and the Vietnam Women's Union in 2023; develop and implement on schedule the Plan to implement tasks under the National Target Program on New Rural Development in 2023 of the Ministry; implement coordination programs with the People's Committees of Hanoi, Can Tho, and Ho Chi Minh City; Implement the "National Action Plan to effectively implement the Agreement on Food Safety and Hygiene and Plant Quarantine of the WTO and commitments within the framework of free trade agreements".
Some important results in 2023 in directing the implementation of the contents of the Project and Program on clean, organic, circular agricultural production, and high-tech application such as 2,510 value chains established and maintained with the participation of a number of large corporations (Dabaco, Ba Huan, Saigon Coop, San Ha ...); 217,097.9 hectares of crops certified by VietGAP and equivalent to 14,048 certified establishments, an increase compared to 2022 (205,146.4 hectares/13,272 establishments); 10,881 products meeting the "OCOP 3-star" standard or higher (an increase of 27% compared to 2022 (8,565 products) ...
The Ministry of Agriculture and Rural Development has closely coordinated with the Ministry of Industry and Trade to implement mechanisms and policies for trade promotion, negotiations to open and develop markets to promptly resolve difficulties in promoting the export of agricultural and aquatic products; in 2023, 38 seafood export establishments were added to Korea, bringing the total number to 786 establishments; 13 seafood processing establishments exported to the EU, bringing the total number to 524 establishments; 45 establishments packaging live tiger shrimp, whiteleg shrimp, crabs, and lobsters, bringing the total number to 585 establishments exporting seafood to China; 01 pangasius establishment to the United States, bringing the total number to 26 establishments; 02 establishments exporting seafood to the Russian Federation, bringing the total number to 83 establishments; 6,997 planting area codes and 1,613 packaging facility codes were granted, allowing export to markets; supplement export products (Watermelon to China; fresh coconut to the United States, etc.); in particular, some agricultural products have been officially exported to the United States and China for the first time (Durian, Bird's Nest, Dien grapefruit, etc.); proactively forecast and take advantage of opportunities from FTAs to promote exports. In addition, coordinate with the Embassy, Trade Counselor, Agricultural Counselor of Vietnam in other countries to build exchange channels, provide information on export markets, strengthen promotion and advertising for products that have been opened, officially exported in conjunction with diplomatic activities of the Government and the Ministry to major markets (China, the United States, the EU, Russia, Brazil) and effectively exploit potential markets (Japan - Korea, ASEAN, Australia - New Zealand, the Middle East, Africa, etc.).
Faced with many difficulties in the production of aquatic products and forestry, the Ministry promptly coordinated with the Timber and Forest Products Association and the Vietnam Association of Seafood Processors and Exporters to report to the Prime Minister to organize a conference to discuss and implement many solutions to promote the growth of forestry and aquatic product exports, including the agreement to implement the "15 trillion VND credit package" (to date, 9 trillion VND has been disbursed to over 3,500 customers).
To promote the image, affirm the role and position of the Vietnamese rice industry domestically as well as regionally and internationally, contributing to promoting consumption in the coming time, the Ministry has coordinated with the People's Committee of Hau Giang province and ministries, branches and agencies to organize the Vietnam - Hau Giang International Rice Festival 2023 from December 11 to 15, 2023 with more than 500 exhibition booths, setting 02 Vietnamese records for rice, 300 experts and international guests from 40 countries and territories participating... along with the Ceremony to announce the approval of the Project on Sustainable Development of 1 million hectares of high-quality and low-emission rice cultivation associated with green growth in the Mekong Delta by 2030.
Regarding domestic consumption, coordinate with the Ministry of Industry and Trade and localities to closely monitor the production situation, supply, price fluctuations, especially agricultural products in the season with large harvests (mango, durian, jackfruit, lemon, lychee,...) and input materials for production (fertilizer, animal feed, aquatic products), promptly remove difficulties and obstacles in the circulation, distribution, and consumption of agricultural products, ensuring the supply of essential agricultural products to meet market demand.
Need to strengthen agricultural production and processing chains
Besides the above achievements, there are still existing problems such as the low proportion of products produced according to VietGAP and equivalent good agricultural production processes; there are not many reputable agricultural product brands and trademarks in the domestic and foreign markets.
The organization and resources for implementing food quality and safety management at all levels are unstable and do not meet the needs; the organization and personnel responsible for disseminating, monitoring, and enforcing laws on food quality and safety at the commune and ward levels are unclear.
Forms of effective production organization and linkage are not really stable. Linking along the value chain to promote mechanization, applying CNC to reduce intermediate costs, and increase added value is not popular. Inter-regional and inter-industry connections in many localities and many product lines are still fragmented...

The key task in 2024 is to continue to strongly shift the mindset from agricultural production to agricultural economy, promote restructuring towards developing ecological agriculture, green agriculture, and circular agriculture; shift the structure of crops and livestock, and unlock resources for developing production, processing, and consumption of agricultural products. Perfect legal policies, standards, and technical regulations to ensure food quality and safety and promote processing and market development. Perfect the organizational structure; arrange and improve the quality of human resources and strengthen technical infrastructure to ensure food quality and safety, increase processing, and develop the market. Promote the application of information technology and digital transformation in ensuring food quality and safety, increasing processing, and developing the market. Disseminate legal policies, information, and communication on quality and food safety of agricultural, forestry, and fishery products, increase processing, and develop markets. Implement work to ensure food quality and safety, increase processing, and develop markets to meet domestic consumption and export requirements. Proactively inspect, monitor, promptly detect, and strictly handle establishments and products that violate regulations on food quality and safety.
At the Conference, representatives of several provinces and cities made specific proposals to the Ministry of Agriculture and Rural Development.
Specifically, the representative of the Department of Agriculture and Rural Development of Nghe An province proposed that the Ministry of Agriculture and Rural Development and other central ministries and branches support Nghe An province in organizing and participating in domestic and international trade promotion programs; attracting investment in production, processing and preservation of agricultural, forestry and fishery products; supporting investment programs and projects in agricultural production in Nghe An province.
Representative of the Department of Agriculture and Rural Development of Dong Thap province, proposed to the Government to prescribe sanctions for entities that do not fulfill their commitments to produce and trade safe food; Proposed to amend and supplement a number of contents of Decree No. 15/2018/ND-CP dated February 2, 2018 of the Government detailing the implementation of a number of articles of the Law on Food Safety.
On the part of the Ministry of Agriculture and Rural Development, continue to complete and promulgate the system of National Standards and documents stipulating the allowable limits for safety indicators for products and groups of food products in the agricultural sector so that organizations and individuals have a basis to self-declare products, and state management agencies have a basis to assess compliance with regulations on food quality; Early organize training and guidance on the implementation of Decision No. 5523/QD-BNN-CCPT dated December 21, 2023, Promulgating the Program for controlling the safety of aquatic products and aquatic products exported to the European Union (EU) market.
In addition to the two representatives of the above Departments, representatives of the Department of Agriculture and Rural Development of Dong Thap province and Hanoi city also discussed the implementation results in 2023, pointed out the shortcomings in the process of performing tasks, building goals for 2024 and also made specific proposals and recommendations to the Ministry of Agriculture and Rural Development.
