On the morning of June 3, the National Assembly Standing Committee (NASC) opened its 46th session.
Speaking at the opening of the session, National Assembly Chairman Tran Thanh Man said that the first phase of the 9th session had ended successfully, passing 8 important resolutions, notably the resolution amending and supplementing a number of articles of the 2013 Constitution and the resolution establishing the Constitutional Amendment Committee. These are important decisions, laying the foundation for a methodical, careful, and comprehensive process of amending the Constitution, meeting the requirements of national development in the new period.
The National Assembly also passed a resolution to shorten the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, and set the election date for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. In addition, many other important resolutions were issued by the National Assembly to create mechanisms and legal policies for the implementation of socio-economic development tasks and ensure national defense and security.
"The lively atmosphere of the parliament demonstrates the constructive spirit and companionship of the National Assembly and the Government in solving the country's problems, under the leadership of the Party," said comrade Tran Thanh Man.
According to the National Assembly Chairman, at this meeting, the Standing Committee of the National Assembly will give opinions, explain, accept and revise 28/31 draft laws and resolutions that were discussed in the first round of the 9th session and are expected to be submitted to the National Assembly for approval in the second round. The Standing Committee of the National Assembly will also give initial opinions on 4 contents submitted to the National Assembly in the second round, including the Law on amending and supplementing a number of articles of laws in the field of national defense.
Notably, on May 30, the Politburo met and concluded that in the second phase of the 9th session, the Government and the Ministry of Construction, in coordination with the Committee on Science, Technology and Environment, will submit to the National Assembly for approval the revised Railway Law according to a shortened process at one session.
“Instead of the Government submitting a Resolution on special mechanisms and policies for the development of the railway system this time, this resolution will not be passed, but whatever can be put into law will be put into the revised Railway Law,” the National Assembly Chairman stated. The investment policy for the construction of Ho Chi Minh City’s Ring Road 4 has also been included in the second scheduled program of the 9th session.
Referring to the National Assembly's Resolution on amending and abolishing the financial management mechanism and specific income of State administrative agencies to reorganize provincial-level administrative units in 2025, the National Assembly Chairman requested relevant agencies to coordinate closely and clarify controversial contents, ensuring that each approved document is truly convincing and feasible.
The National Assembly Standing Committee also considered and approved 7 other contents under its authority, such as the Ordinance amending Article 10 of the Ordinance on Population; Resolution Guiding the organization of the National Assembly delegation and People's Council for the 2021-2026 term after the arrangement of administrative units to ensure the stable, synchronous and effective operation of the elected apparatus... and 4 other resolutions to implement the Law amending and supplementing a number of articles of the Law on Organization of the National Assembly; approving the principles on the principles of arranging commune-level administrative units in 2025. Regarding the International Financial Center, the Government has submitted a document, and the National Assembly Standing Committee will submit it to the National Assembly.
Emphasizing that the 46th session has a huge amount of work, many complex contents, requiring careful preparation, close coordination between agencies, each content is considered not only to perfect the legal system but also to create the development of the country, ensuring the smooth operation of the State apparatus in the new context, the National Assembly Chairman requested the National Assembly Standing Committee to promote a sense of responsibility, discuss in depth the issues with different opinions, ensuring unity and high consensus. Relevant agencies also need to coordinate effectively to prepare documents to ensure progress, ensuring the best for the second phase of the 9th session.
