Ministry of Finance: Ensure sufficient funding to pay for employees on leave due to organizational restructuring

According to the Ministry of Finance : Implementing the Party's policy and Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system, on January 24, 2025, the Ministry of Finance issued Circular No. 07/2025/TT-BTC guiding the determination of funding sources and the preparation of estimates, management, use and settlement of funding for implementing policies prescribed in Decree No. 178/2024/ND-CP.

This is a task arising in 2025, so according to regulations, the additional resources to implement the policy are under the authority of the National Assembly . The Ministry of Finance has promptly reported to the Government, reported to the National Assembly Standing Committee and submitted to the National Assembly (9th session) the additional state budget estimate for 2025 to implement the policy. After the National Assembly decides, based on the proposals of ministries, branches and localities, the Government will immediately allocate funds for implementation.

At Point d Clause 1 Article 5 Circular No. 07/2025/TT-BTC stipulates: " While waiting for competent authorities to supplement funding, agencies and units are requested to proactively use the assigned budget sources to promptly pay regimes and policies to subjects according to regulations".

The Ministry of Finance has issued a document urging ministries, branches and localities to urgently prepare estimates and report on funding needs to synthesize and submit to competent authorities for additional funding according to regulations. Implementing the Government 's direction, the Ministry of Finance proactively balances and arranges to ensure sufficient state budget resources to implement regimes and policies according to regulations.
