Ministry of Information and Communications announces more than 100 national digital platforms

On July 15, 2024, the Ministry of Information and Communications issued Document No. 2765/BTTTT-CĐSQG announcing the list of national digital platforms deployed by ministries and branches nationwide for localities to exploit and avoid duplication. In order to promote the deployment and use of digital platforms, information systems, and applications on a national scale, avoid duplication among ministries, branches, and localities, and increase local initiative, based on proposals from ministries and branches, the Ministry of Information and Communications has compiled a list of platforms deployed by ministries and branches nationwide. The Ministry of Information and Communications said that this list will be regularly updated. The list of national digital platforms includes digital platforms, information systems, and applications invested in and deployed by ministries and branches nationwide from the central to local levels, such as: National investment information system, National bidding network system, National business registration information system, etc. These national digital platforms are platforms serving the professional and state management functions of ministries and branches at the local level; are tools to support agencies, organizations, and individuals in their work; support the provision of information and direction from the central to local levels; support localities in updating information, reporting, and statistics for ministries and branches. According to the list of platforms and information systems deployed nationwide to local levels updated to July 3, 2024, there are 103 digital platforms of the Ministries of Public Security, Finance, Planning and Investment, Construction, Transport, Justice, etc. announced.

In which, the Ministry of Finance has 31 platforms including: state budget public portal; financial statistics information system; state budget revenue and expenditure data warehouse; code issuance system for units related to the budget (full-process online public services); national price database; Along with that is the General Department of Taxation's document management and operation application (eDocTC); electronic document application (TaxOffice); application to support monitoring tax inspection results; centralized tax management application; application to manage invoices and tax stamps; modernize the tax collection and payment process between the Tax agency - State Treasury - Customs - Finance; real estate registration management application; invoice lookup website application; centralized electronic signature application for the tax sector; electronic tax service application (ETax); electronic invoice management application; The Ministry of Finance also presides over and coordinates with the Ministry of National Defense to develop and deploy a digital border gate platform, automate processes, and shorten the time for carrying out import and export procedures, which is being piloted at a number of border gates. The Ministry of Public Security has 11 platforms and systems such as: national population database; identity database; electronic identification and authentication system; electronic identification and authentication platform; national data center; centralized digital signature of electronic receipts; providing services for extension and information change; providing time-initiated services and checking the status of digital certificates online in the People's Public Security;...

The Ministry of Information and Communications recommends that ministries and branches that have not yet announced should urgently review and send to the Ministry of Information and Communications for announcement. If the announcement is not made and localities implement overlapping and duplicated measures, they must be responsible to the Prime Minister .

The Ministry of Planning and Investment has 7 platforms and information systems including: the national information system on investment; the national bidding network system; the national information system on business registration; cooperative registration information system; business household registration information system; national information system and database on public investment; investment monitoring and evaluation information system. Ministries such as: Ministry of Education and Training has 7 platforms and systems; Ministry of Home Affairs has 9 platforms; Ministry of Justice has 9 platforms... The Ministry of Information and Communications requests that ministries and branches that have not announced urgently review and send to the Ministry of Information and Communications for announcement.
