Ministry of Natural Resources and Environment adjusts and adds 7 mineral mines to the Mineral Exploitation Rights Auction Plan

Accordingly, the Minister of Natural Resources and Environment approved the adjustment and supplement to the Mineral Exploitation Rights Auction Plan. Specifically, the adjustment and supplement to the Mineral Exploitation Rights Auction Plan for 7 mineral mines: (1) Iron ore in Bo Lech and Hao Lich areas, Hoang Tung commune, Hoa An district, Cao Bang province; (2) Apatite ore in Vi Lau and Ban Tang villages, Trinh Tuong commune, Bat Xat district, Lao Cai province; (3) White sand in Phan Ri II area, Hoa Minh commune, Tuy Phong district, Binh Thuan province; (4) Quartz sand in Phong Hoa commune, Phong Dien district, Thua Thien Hue province; (5) Paving stones in Hon Gio 2 area, Nhon Hai commune, Ninh Hai district, Ninh Thuan province; (6) Paving stones in Suoi Giang 2 area, Suoi Giang commune, Van Chan district, Yen Bai province; (7) Granite in Tan Dan 3 area, Van Khanh commune, Van Ninh district, Khanh Hoa province.

The Ministry of Natural Resources and Environment assigned the Vietnam Minerals Department to prepare documents and coordinate with relevant agencies and units to organize auctions of mineral exploitation rights in accordance with regulations for the mineral areas mentioned above.

This Decision takes effect from the date of signing; terminates the validity of Decisions No. 411/QD-BTNMT dated February 14, 2015; No. 804/QD-BTNMT dated April 8, 2015; No. 1770/QD-BTNMT dated July 21, 2017; No. 1881/QD-BTMT dated July 24, 2019; No. 2414/QD-BTMT dated September 19, 2019 and No. 2313/QD-BTNMT dated October 19, 2020 of the Minister of Natural Resources and Environment on approving the Plan for auctioning mineral exploitation rights.

The Ministry of Natural Resources and Environment also issued the Mineral Exploitation Rights Auction Plan attached to Decision No. 2493/QD-BTNMT. The purpose of the Plan is to manage, exploit and use reasonably and economically, meeting the needs of sustainable development, increasing economic efficiency, minimizing impacts on the environment. At the same time, promoting mineral potential, attracting investment to effectively exploit mineral resources, increasing revenue for the state budget.

The mineral areas selected for auction are in accordance with the planning for exploration, exploitation, processing and use of minerals approved by the competent authority. The auction of mineral exploitation rights must comply with the provisions of the law on auctions stipulated in the Law on Property Auction No. 01/2016/QH14; Decree No. 22/2012/ND-CP of the Government; Joint Circular No. 54/2014/TTLT-BTNMT-BTC of the Ministry of Natural Resources and Environment and the Ministry of Finance .

The Vietnam Minerals Department is responsible for publicly announcing the list of areas with minerals to be auctioned; basic information on investigation and assessment of mineral potential; information on the auction of mineral exploitation rights; developing criteria for selecting an organization to auction assets; publicly announcing the selection of an organization to auction assets; organizing the selection of an organization to auction assets to organize the auction according to the approved plan; determining the starting price, price steps, and deposit for the mineral mine area to be auctioned; preparing documents inviting auctions for mineral exploitation rights; coordinating with relevant agencies and units to implement the auction of mineral exploitation rights according to regulations.

The implementation time of Decision No. 2493/QD-BTNMT is in 2023. In case the mineral exploitation rights auction is not conducted in 2023 according to the approved plan, the mining area will be transferred to the mineral exploitation rights auction in the following years.

The National Mineral Reserves Assessment Council; People's Committees of the provinces: Cao Bang, Lao Cai, Binh Thuan, Thua Thien Hue, Ninh Thuan, Yen Bai, Khanh Hoa; the Ministries: Construction, Planning and Investment, Justice, Finance, according to their functions and tasks, coordinate with the Vietnam Minerals Department to organize the implementation of this Plan.

During the implementation process, if there are any problems, the Ministries, branches and localities should promptly report and send them to the Vietnam Minerals Department for synthesis and reporting to the Ministry of Natural Resources and Environment for consideration and decision.
