Ministry of Natural Resources and Environment works with Vietnam Oil and Gas Group on marine survey to invest in offshore wind power project

Attending the meeting, on the side of the Ministry of Natural Resources and Environment, there were leaders of the General Department of Hydrometeorology, the Departments: Vietnam Sea and Islands, Surveying, Mapping and Geographic Information, Climate Change; the Departments: International Cooperation, Legal Affairs and the Ministry Office.

On the side of Vietnam Oil and Gas Group, there were General Director Le Manh Hung, Deputy General Director Le Ngoc Son, leaders of departments and corporations under the group.

At the meeting, representatives of the Vietnam Oil and Gas Technical Services Corporation (Vietnam Oil and Gas Group) presented a marine survey report aiming to invest in offshore wind power projects to serve domestic needs and export electricity to Singapore.

Accordingly, the Corporation proposed the planned area for the Project to be implemented in the offshore area of ​​Ba Ria - Vung Tau province with a total area of ​​99,322 hectares. The project has an expected power generation capacity of 2,300 MWm.

Previously, the Group reported to the Government and on July 20, 2023, the Government Office issued Official Dispatch No. 5489/VPCP-CN on marine surveys for offshore wind power projects, in which, at the request of the Group, Deputy Prime Minister Tran Hong Ha requested the Ministries of Natural Resources and Environment and Industry and Trade to urgently resolve the Group's recommendations according to their authority and progress according to the Government's Working Regulations; report to the Prime Minister on issues beyond their authority, if any...

The Corporation proposed that the Ministry of Natural Resources and Environment agree and grant the Corporation a license to conduct surveys of offshore wind power lots and register to invest in offshore wind power projects to serve domestic production and export to Singapore. At the same time, grant the survey license to the Corporation during the visit of the Singaporean Prime Minister to Vietnam on August 27-29, 2023 on the occasion of the 50th anniversary of establishing diplomatic relations, 10 years of comprehensive strategic partnership between Vietnam and Singapore, as a highlight in the "digital economy, green economy" cooperation relationship between the two countries.

At the meeting, representatives of the leaders of the units under the Ministry of Natural Resources and Environment basically agreed and supported the project implementation policy of the Vietnam Oil and Gas Group and contributed some ideas to complete the content of the project. The representative of the General Department of Hydrometeorology suggested that the Group use hydrological and oceanographic data from regional meteorological stations and proposed to use monitoring equipment in accordance with the provisions of law.

On behalf of the Vietnam Oil and Gas Group, General Director Le Manh Hung said that the project has been approved in principle by the Prime Minister at a working session with the Singaporean Government on green development cooperation, including the offshore wind power project. The project's goal is to export green electricity to Singapore and through this cooperation expand to other economic sectors. Therefore, it is recommended that the Ministry of Natural Resources and Environment give priority to considering and supporting in principle and reporting to the Government to allow the Group to conduct the survey.

Concluding the meeting, Deputy Minister Le Minh Ngan highly agreed with the Group's proposal and requested the Group to accept comments on the Project from units under the Ministry at the meeting.

The Deputy Minister requested that the Vietnam Administration of Seas and Islands draft an Official Dispatch to seek opinions from ministries and branches on reporting to the Prime Minister for permission to agree in principle to allow the Ministry of Natural Resources and Environment to grant a license to investigate sea areas to implement the project. At the same time, it is recommended that the Prime Minister soon issue a Decree amending Decree No. 11/2021/ND-CP regulating the assignment of certain sea areas to organizations and individuals for exploitation and use of marine resources...
