On November 29, Minister Nguyen Manh Hung chaired the November State Management Conference of the Ministry of Information and Communications.
Held in a combination of in-person and online formats, the conference was also attended by Deputy Ministers Phan Tam, Bui Hoang Phuong and leaders of heads and deputy heads of agencies, units and enterprises under the Ministry.
According to statistics, in the first 11 months of this year, the revenue, profit, budget payment as well as contribution to the national GDP of the IT&T industry continued to increase, with growth rates from over 17% to over 27% compared to the same period in 2023.
However, the review results of the Office of the Ministry of Information and Communications show that in November, there were still 13 agencies and units that were overdue in implementing a total of 32 key tasks.
In addition to directly guiding and removing difficulties for the 3 units that still have many delayed tasks, the head of the Information and Communications sector requested other units in the Ministry to focus on speeding up the progress of solving work, and if there are any problems, they should consult and ask for opinions from the Ministry's leaders. " Units must not delay their work, and must not continue to be slow and late in performing tasks," Minister Nguyen Manh Hung requested.
Along with the requirement that leaders of units within the Ministry must supervise daily work, Minister Nguyen Manh Hung also noted the attendance rate of meetings inside and outside the Ministry of leaders of the Ministry as well as leaders of departments and offices.
Specifically, the ratio of meetings outside and inside the Ministry of the Ministry's leaders is about 50 - 50. With the view that the main job is to manage and urge the work in the Ministry of Information and Communications, the Ministry's Office is required to adjust the ratio of meetings outside of the Ministry's leaders to only about 30%. Three main tasks in developing virtual assistants to support civil servants

At the conference held on the morning of November 29, representative of the Legal Department, Director Tran Thi Nhi Thuy, presented a discussion on "Improving the quality of institutional building and improvement in the new era in the spirit of direction of General Secretary To Lam ".

A significant portion of the November state management meeting was spent demoing and discussing the construction of virtual assistants for civil servants at units under the Ministry of Information and Communications.
Once again clarifying that the virtual assistants of the units under the Ministry are tools to support cadres and civil servants in doing their daily tasks correctly, the head of the Information and Communications sector clearly instructed 3 tasks, which are also 3 requirements set forth in the construction of the unit's narrow-scope virtual assistant.
That is, build a working manual; the unit's data is put into the virtual assistant so that when asked, it must be correct; enrich the knowledge system by having a weekly tool to push into the virtual assistant new situations and knowledge that appear during the working process.
Minister Nguyen Manh Hung also noted that virtual assistant units must play the right role, focus on their part of preparing data well, clearly posing problems to technology companies, and then not interfere or "meddle" in the assignment of technology companies.
Notably, after watching a demo of some rescue and relief materials being built by VTC Multimedia Corporation in the direction of gamification for the Fire Prevention, Fire Fighting and Rescue Police Department (Ministry of Public Security), Minister Nguyen Manh Hung commented: The direction is right, but the quality of the materials is not up to standard; and requested VTC to do it seriously, to do it thoroughly, especially with the first products to open up and create new sources of revenue.
“Whatever you do, you have to do it at an excellent level to be useful. Like a virtual assistant, if it is not done at an excellent level, no one will use it,” Minister Nguyen Manh Hung emphasized.
Contribution of the information and communication industry to the country's GDP increased by 18% According to statistics, in the first 11 months of 2024, the total revenue of the IT&T industry is estimated to reach over 3.98 million billion VND, an increase of 19.8% over the same period last year and completing 95.6% of the annual plan; the total profit of the industry is estimated to reach 291,219 billion VND, an increase of 17.5% over the same period in 2023 and reaching 100.2% of the annual plan; the State budget contribution is estimated at 116,148 billion VND, an increase of 27.2% over the same period last year and reaching 119% of the annual plan; the contribution to GDP of the IT&T industry is estimated at 924,839 billion VND, an increase of 18% over the same period in 2023 and reaching 94.2% of the annual plan. In December 2024, units under the Ministry of Information and Communications need to complete 309 key tasks, including 8 projects submitted to the Government and Prime Minister; and 18 circulars. |
