On the morning of March 18, the National Assembly Standing Committee conducted questioning on a group of issues related to the financial sector.
Raising questions at the meeting, delegate Le Thi Song An ( Long An Delegation) said that voters and people have reflected that recently, the purchase of compulsory civil liability insurance for motor vehicle owners for third parties has been a formality.
Besides, when an incident occurs, the settlement procedure is very complicated, causing inconvenience to the insurance buyer when paying.
Delegates asked, Minister, is it possible to digitize this type of insurance? And is it possible to change the current regulations to be voluntary instead of mandatory?
In response to this question, Minister of Finance Ho Duc Phoc said that recently, motorbike accidents have been very large, accounting for about 63% of accidents. Therefore, motorbike insurance is compulsory for the benefit of the people.
In addition, motorcycle insurance participants pay a small amount (55,000 VND/year), but the amount of benefits is large, up to a maximum of 150 million VND/person. That is, this is concerned with the vulnerable when using motorcycles.
When paying, only in cases of death do police records need to be sent, while other cases are compensated through electronically established records between the two parties.
Regarding digitalization, according to Minister Ho Duc Phoc, the ministry has directed businesses to focus on creating databases, digitalization, and cashless payments, in line with future trends. At the same time, set up records and send records electronically.
Previously, in a discussion on the sidelines of the National Assembly, delegate Pham Van Hoa (Dong Thap delegation) said that people should be encouraged to buy civil liability insurance for motorbikes, not forced. According to Mr. Hoa, "that's the only way to be fair."
The Dong Thap delegation said that through contact with voters, many motorbike owners reacted and reflected on many issues related to the regulation requiring the purchase of civil liability insurance.
"The amount of money spent to buy civil liability insurance for motorbikes is only a few tens of thousands of dong, not much, but for millions of motorbikes, it's a lot of money.
I suggest that the mandatory provision of purchasing civil liability insurance for motorbikes should be removed, because this is very formal and only benefits the insurance agency, while people find the procedures to receive insurance are often very cumbersome and complicated," said delegate Pham Van Hoa.
National Assembly delegate Nguyen Thi Viet Nga (Hai Duong delegation) said that "removing or keeping" the mandatory purchase of civil liability insurance for motorbike and scooter owners needs to be specifically reviewed. Because all policies must come from real needs.
"I think we need to review to see how effective our mandatory regulations have been in the past.
One day, we see many accidents happening, many vehicles are damaged, but how many of those accidents can be resolved and supported?" said delegate Nguyen Thi Viet Nga.
