In particular, with the strong development of the armed struggle movement in Zone V in 1964, providing weapons to Zone V was an urgent task. The Ministry of National Defense instructed the General Staff to coordinate with the Navy Command to study the opening of a port to supply weapons to the coastal area of Zone V. Transporting weapons to Zone V by sea was an extremely complicated and risky task, because the ports in Zone V were mostly cross-docks that ships could not get close to and could easily run aground. In addition, this area was heavily controlled by the enemy, and ships were easily exposed.

In compliance with the Directive of the Ministry of National Defense and the Navy Command, officers and soldiers of Group 125 overcame all difficulties and dangers to do a good job of preparing the wharf, preparing people and ships, and the plan for returning goods. Thereby, the decision to choose Lo Dieu wharf as the first wharf to open the way to receive weapons into Zone V, choosing ship 401 commanded by Captain Pham Van, political commissar Pham Van Thanh, and 8 sailors to carry out an extremely special mission, demonstrated the determination of the Party Central Committee, creating all possible support for the battlefield.

This mission was highly expected by the Ministry of National Defense and the Navy. After making good preparations, on October 25, 1964, the weapons carrier weighed anchor, disguised as a fishing boat, and began its journey to transport more than 30 tons of weapons to Zone V, but had to turn back many times to avoid storms, big waves, and strong winds, while overcoming the enemy's strict surveillance, pursuit, and suppression. At 4:00 a.m. on November 1, 1964, ship 401 arrived at Lo Dieu wharf. Officers and soldiers of ship 401 coordinated with local military and civilian forces to load all weapons ashore and hide them safely.

This was the first unnumbered ship to enter Zone V, the only ship to dock at Lo Dieu. The weapons received by ship 401 were promptly equipped for the main regiments of Military Zone V and the armed forces of Binh Dinh province, contributing significantly to the victory of the Winter-Spring campaign of 1964-1965.

Previously, also on the morning of April 28, Standing Deputy Secretary of the Provincial Party Committee Le Kim Toan and delegates came to offer flowers and incense at the Martyrs' Temple of Hoai Nhon Town.
