This is the content stated in the official dispatch of the Ministry of Culture, Sports and Tourism responding to the petition of voters of Lam Dong province regarding the proposal to have sanctions to deal with the content of advertising functional foods performed by artists.
Specifically, voters in Lam Dong province requested that there should be sanctions and tax management for advertisements and that artists be held responsible for advertisements made by artists in the context of more and more artists participating in advertising functional foods.

The current Advertising Law has the concept of a person who transmits advertising products, therefore when participating in advertising activities, the person who transmits advertising products will be held responsible if there is any violation of the provisions of the law on advertising.
"However, to determine the specific responsibility of artists when participating in advertising, it is necessary to base on each case, the relationship between the person delivering the advertising product and the advertiser, the advertising service provider (self-performed or hired), from there apply sanctions to handle violations according to the provisions of the law," the official dispatch responding to voters' petitions clearly stated.
Many artists need to experience the product before promoting it.
The Government assigned the Ministry of Culture, Sports and Tourism to preside over and coordinate with relevant ministries and agencies to prepare a dossier proposing the development of a Law amending and supplementing a number of articles of the Law on Advertising.
After summarizing and collecting opinions, the Ministry of Culture, Sports and Tourism proposed to include regulations on "influential advertising product transporters" (including artists) in the proposed content of the Law amending and supplementing a number of articles of the Law on Advertising.
This is to create a legal corridor to more strictly manage this subject when participating in advertising activities, promoting the advantages of positive influence while minimizing negative impacts on society.
Regarding tax management, the Ministry of Culture, Sports and Tourism said that when advertising, participating organizations and individuals must fulfill their tax payment obligations in accordance with tax laws.
Also in the official dispatch of Lam Dong province voters, the Ministry of Culture, Sports and Tourism is requested to pay attention to building cultural and sports activities in industrial parks, industrial clusters or near industrial parks so that workers have the conditions to participate in cultural activities and practice sports.
Responding to this issue, the Minister of Culture, Sports and Tourism said that the Ministry has recently implemented Directive No. 16/CT-TTg dated June 24, 2021 of the Prime Minister on ensuring sustainable employment, improving living standards and working conditions for workers. The Ministry of Culture, Sports and Tourism and the Vietnam General Confederation of Labor signed a Coordination Program on building cultural life and improving the effectiveness of physical training and sports activities for civil servants, public employees and workers in agencies, units and enterprises for the period 2021-2026.
