The Ministry of Construction recommends that the Prime Minister handle Dong Nai's request for a land area of ​​more than 81 hectares for resettlement of the Long Thanh Airport Project.

(DN) - The Ministry of Construction has issued Document No. 4313/BXD-KTQLXD (dated May 30, 2025) to Prime Minister Pham Minh Chinh and Deputy Prime Minister Tran Hong Ha on the authority to deploy the land of subdivision III, Binh Son Resettlement Area under the Land Acquisition, Compensation, Support, and Resettlement Project of Long Thanh International Airport (airport).

In the document, the Ministry of Construction agreed on the need to adjust the project, and at the same time, recommended that Deputy Prime Minister Tran Hong Ha request Dong Nai province to specifically report on a number of contents related to the land in subdivision III, Binh Son Resettlement Area.

Adjusting the area of ​​subdivision III, Binh Son resettlement area is necessary.

According to the Ministry of Construction, the feasibility study report on the Land Acquisition, Compensation, Support and Resettlement Project for Long Thanh Airport was approved by the National Assembly in Resolution No. 53/2017/QH14, adjusting some contents in Resolution No. 110/2023/QH15. At the same time, it was approved by the Prime Minister in Decision No. 1487/QD-TTg (dated November 6, 2018) and approved for adjustment in Decision No. 401/QD-TTg (dated May 10, 2024). In which, the People's Committee of Dong Nai province was assigned as the investor to implement the acquisition, compensation and resettlement support for land to build 2 resettlement areas (Loc An - Binh Son resettlement area and Sub-zone III, Binh Son resettlement area).

In 2024, Dong Nai Provincial People's Committee has handed over 100% of the construction site and arranged resettlement for all eligible households in the project to the Loc An - Binh Son Resettlement Area. Therefore, Dong Nai Province has submitted a report to the National Assembly Standing Committee to consider approving the policy of reducing the investment area of ​​more than 81 hectares in Sub-zone III, Binh Son Resettlement Area and removing it from the Long Thanh Airport Land Acquisition, Compensation, Support and Resettlement Project. At the same time, Dong Nai Provincial People's Committee has agreed to retain this land (which has been compensated) for socio -economic development according to local planning.

In Document No. 4840/UBND-KTN (dated April 25, 2025) of the Provincial People's Committee sent to the Prime Minister, the Provincial People's Committee said that for the compensation cost of the land in subdivision III, Binh Son Resettlement Area of ​​about 46 billion VND, the Dong Nai Provincial People's Committee committed to using the provincial budget to repay the central budget according to regulations.

During the appraisal process of adjusting the Land Acquisition, Compensation, Support and Resettlement Project for Long Thanh Airport, the State Appraisal Council agreed with the recommendation of Dong Nai Provincial People's Committee.

In Document No. 374/TTr-CP (dated August 8, 2023) of the Government on adjusting a number of contents of Resolution 53/2017/QH14 of the National Assembly, the Government proposed that the National Assembly approve 5 adjusted contents including: reducing the total investment level; reducing the area of ​​land recovered; reducing non-investment and removing it from the project, and at the same time agreeing to assign the People's Committee of Dong Nai province to retain the land of subdivision III, Binh Son resettlement area that has been compensated for socio-economic development according to the local planning; allowing the arrangement of households on the traffic route connecting T1, T2 to Loc An - Binh Son resettlement area; extending the project implementation period to 2024.

However, in Notice No. 2847/TB-TTKQH (dated October 5, 2023), the Standing Committee of the National Assembly concluded on the Submission on adjusting a number of contents of Resolution 53/2017/QH14 of the National Assembly: "To ensure authority as prescribed by law, the Government is requested to amend the Submission to only submit to the National Assembly for consideration and decision on two contents including project implementation time and capital allocation for the project;... The Government, Government agencies, and Dong Nai province shall base on the provisions of law to decide according to their authority on other contents...".

In April 2025, Dong Nai Provincial People's Committee continued to send a document to the Prime Minister regarding the policy of requesting to hand over the land in subdivision III, Binh Son Resettlement Area under the Land Acquisition, Compensation, Support and Resettlement Project of Long Thanh Airport.

On May 22, 2025, the Government Office sent an official dispatch to the ministers of the ministries of Construction, Finance, Agriculture and Environment and the Chairman of the Dong Nai Provincial People's Committee to notify the opinion of Deputy Prime Minister Tran Hong Ha on the land area of ​​subdivision III, Binh Son Resettlement Area. Accordingly, Deputy Prime Minister Tran Hong Ha assigned the Ministry of Construction to coordinate with the ministries of Finance, Agriculture and Environment and relevant agencies to study and propose solutions to handle the recommendations of the Dong Nai Provincial People's Committee, and report to the Prime Minister.

Following the direction of Deputy Prime Minister Tran Hong Ha, the Ministry of Construction has sent a document asking for opinions from the Ministry of Agriculture and Environment and the Ministry of Finance. To date, it has not received any comments from the Ministry of Finance.

Meanwhile, the Ministry of Agriculture and Environment commented that: "The adjustment of the Long Thanh Airport Land Acquisition, Compensation, Support and Resettlement Project, including the reduction of the area of ​​Sub-zone III, Binh Son Resettlement Area to effectively exploit and use land for socio-economic development goals is necessary. The adjustment of the project must be carried out in accordance with the provisions of the law on public investment, the law on the budget and other relevant laws."

Request Dong Nai to clarify 3 related contents

In a document sent to Prime Minister Pham Minh Chinh and Deputy Prime Minister Tran Hong Ha, the Ministry of Construction said that it agreed with the opinion of the Ministry of Agriculture and Environment on adjusting the Land Acquisition, Compensation, Support and Resettlement Project for Long Thanh Airport, including adjusting the area of ​​subdivision III, Binh Son Resettlement Area to effectively exploit and use land for socio-economic development goals, which is necessary in case of no resettlement arrangement to avoid waste.

Along with that, the Ministry of Construction proposed Deputy Prime Minister Tran Hong Ha to request the People's Committee of Dong Nai province to specifically report on 3 related contents including: the goal of using the resettlement area for economic and social development according to local planning; the mechanism and policy of compensation, support and resettlement implemented for affected households; the plan and scheme to use the province's budget capital to repay the central budget according to regulations.

Along with that, the Ministry of Construction proposed to consider and organize a meeting with the participation of the ministries: Finance, Justice, Agriculture and Environment, Construction, Dong Nai Provincial People's Committee and related agencies and units on the authority to assign Dong Nai Provincial People's Committee to retain the land of subdivision III, Binh Son Resettlement Area that has been compensated for socio-economic development according to local planning.
