On May 30, regarding the fact that the Drug Administration Department has just issued 7 consecutive decisions to recall nearly 300 acceptance numbers of imported cosmetic product declarations of 7 enterprises in Hanoi , Ho Chi Minh City and Hung Yen, Mr. Ta Manh Hung, Deputy Director of the Drug Administration Department, said that these enterprises have sent a document requesting to voluntarily recall the acceptance numbers of imported cosmetic product declarations. These are the acceptance numbers that were previously issued by the Drug Administration Department, allowing enterprises to circulate cosmetics on the Vietnamese market.

According to the representative of the Drug Administration Department, the voluntary withdrawal of acceptance numbers by enterprises is completely normal and in accordance with regulations. In 2024, about 500 acceptance numbers of imported cosmetics were revoked at the voluntary request of enterprises, along with more than 100 numbers revoked due to violations of regulations.
However, Mr. Ta Manh Hung also said that recently, the number of businesses requesting to withdraw the number of cosmetic product declaration receipt has increased. Even though businesses voluntarily request to withdraw the number, if the authorities detect signs of violations in cosmetics, they can still handle it, not that withdrawing the number means there is no longer a basis for handling.
Recently, the Drug Administration Department has 7 decisions to recall nearly 300 numbers of receipts of declarations of imported cosmetic products of 7 enterprises, including: HSD Investment and Development Company Limited (in Hung Yen ); Human Offshore Partners Software Services Company Limited (in Hanoi); HS Alliance Company Limited (in Hanoi); Japan Connection Investment and Trading Joint Stock Company (in Hanoi); BB Vietnam Trading and Services Company Limited (in Hanoi); 3M-INTEL Investment and Development Company Limited (in Hanoi); HEBE Vietnam Company Limited (in Ho Chi Minh City). The recalled products are mainly personal care cosmetics such as: sunscreen, shower gel, facial cleanser, including some products imported from Japan and Korea.
The receipt number of the declaration form is the legal basis for the cosmetic product to be circulated on the market. This receipt number does not confirm the product is safe, effective or meets ASEAN standards and is only valid for 5 years from the date of issue.
