Ministry of Health 'urges' units to speed up the implementation of electronic medical records

The Ministry of Health requires units to accelerate the digital transformation process and complete electronic medical records before September 30, 2025, to contribute to improving the quality of medical examination and treatment.

The Ministry of Health has just issued Official Dispatch No. 6219/BYT-K2ĐT to medical units regarding the continued promotion of the implementation of electronic medical records.

According to Deputy Minister of Health Nguyen Tri Thuc, in order to continue ensuring the digital transformation and implementation of electronic medical records in the health sector are carried out synchronously and effectively, meeting the roadmap assigned by the Prime Minister, the Ministry of Health requests and guides units to promote the implementation of electronic medical records.

Units identified digital transformation and electronic medical records as key tasks, mobilizing the full participation of cadres, civil servants, public employees, and workers, in which party committees, leaders, and first of all, the leading comrades, play a decisive role.

Heads of units strictly implement the direction of the Prime Minister and the Ministry of Health in the above documents; Determined, prioritized and focused on supplementing and allocating maximum resources to deploy electronic medical records to ensure completion by September 30, 2025 at the latest.

When implementing electronic medical records, units must ensure compliance with legal regulations on medical examination and treatment, data, information technology, electronic transactions, network information security, network security, information access, personal data protection, data storage; Regulations on management, connection and sharing of electronic data of state agencies.

Also in this document, the Ministry of Health requires units to seriously and urgently implement and be responsible to the Prime Minister and the Ministry of Health for the progress of implementing electronic medical records at the unit.

Up to now, nationwide, 339/1650 medical examination and treatment facilities have used electronic medical records instead of using paper medical records as prescribed in Directive No. 07/CT-TTg and Circular No. 13/2025/TT-BYT.

According to the Ministry of Health, a medical record is a collection of data, including personal information, medical examination results, paraclinical results, functional test results, diagnosis, treatment, care and other relevant information during the patient's treatment process at a medical examination and treatment facility.

Notably, the Ministry of Health requires medical examination and treatment facilities licensed to operate as hospitals to deploy electronic medical records no later than September 30, 2025. For other medical examination and treatment facilities with inpatients, day care and outpatients, deploying electronic medical records must be completed no later than December 31, 2026./.
