Da Nang strives to deploy electronic medical records

DNO - Hospitals in Da Nang city are making efforts to deploy electronic medical records according to Circular 13/2025/TT-BYT of the Ministry of Health to improve the quality of medical examination and treatment.

Patients benefit from digital medical records

Arriving at Hai Chau Regional Medical Center early, Mr. L.D.S. (Hai Chau ward) was guided by the center's staff to register for medical examination and treatment at the kiosk in the entrance hall.

Just by presenting his ID card, Mr. S.'s entire process from examination, clinical instructions, reading results, and prescribing medication was all done on the electronic medical record system.

“I have regular check-ups according to my appointment schedule, and sometimes I forget my medical records or documents, which is very time-consuming. Now, I only need to bring my ID card, health insurance card, or a phone with the integrated VNeID application installed, which is very convenient,” said Mr. S.

Doctor CKII Nguyen Canh Viet, Deputy Director in charge of Hai Chau Regional Medical Center said: "The implementation of electronic medical records helps patients benefit a lot. People only need to provide their citizen identification card and the hospital will have full information to serve medical examination and treatment instead of traditional documents or medical records."

Hai Chau Regional Medical Center has deployed electronic medical records since the beginning of 2025, starting with the completion of digitizing the record forms on the hospital's HIS system and many other contents. After a trial period, on September 25, the unit's electronic medical records were assessed.

Deploying electronic medical records helps medical staff save time compared to paper records. Electronic medical records are saved on the system, so in any department, the consulting doctor can open the computer to read them, without having to bring the records with the patient when transferring hospitals or departments.

In December 2023, Hospital 199 - Ministry of Public Security is the first medical unit in Da Nang city and the first in the People's Public Security medical facility to deploy electronic medical records.

The hospital innovates and applies technology to healthcare, especially applying AI technology in diagnosis, building electronic medical records, LIS, PACS, HIS systems and information technology infrastructure.

Doctor CKII Tran Quang Phap, Deputy Director in charge of Hospital 199, said that all patient information and data are stored and securely secured, all parameters are fully displayed. When visiting other medical facilities, patients do not need to redo their records because the data has been connected between units.

Applying electronic medical records helps provide complete, clean and accurate data to the national data system, moving towards the goal of building electronic health records for the entire population.

Gia Dinh General Hospital officially operated electronic medical records from October 1, 2025. At the same time, the hospital signed an electronic appraisal contract appendix with Da Nang Social Insurance, marking an important step in synchronizing data with the social insurance agency.

During the standardization process, the hospital developed an additional CDSS system to support doctors in making clinical decisions based on AI models, contributing to standardizing examination, diagnosis and treatment processes.

After applying electronic medical records, printed paper has almost “disappeared” in inpatient departments. Nursing staff no longer have to ask for doctors’ signatures like before.

Overcoming difficulties to implement

Doctor CKII Nguyen Canh Viet, Deputy Director in charge of Hai Chau Regional Medical Center, hopes that the Ministry of Health will have a unified software for the entire health system, which will create synchronization and convenience in cases where patients are transferred to other hospitals, departments, or sent to other provinces and cities.

According to Doctor CKII Tran Quang Phap, Deputy Director in charge of Hospital 199, to fully implement electronic medical records, many issues need to be resolved.

First is the technology infrastructure - which requires a relatively large investment; an IT team that meets the requirements and a trained medical staff that can apply digital technology.

In addition, it is necessary to complete legal related tasks such as: patient digital signature, prescribed forms... Thereby meeting the implementation of electronic medical records in the coming time.

On June 6, 2025, the Ministry of Health issued Circular 13/2025/TT-BYT guiding the implementation of electronic medical records. This Circular takes effect from July 21, 2025.

The Ministry of Health requires medical examination and treatment facilities licensed to operate as hospitals to deploy electronic medical records no later than September 30, 2025.

Other medical examination and treatment facilities with inpatient, day care and outpatient treatment must implement electronic medical records, to be completed no later than December 31, 2026.
