As the unit managing the National Highway 14E Improvement and Upgrade Project (section km15+270 - km89+700, old Quang Nam province), Project Management Board 4 said that in recent days, the weather in the construction area has been extremely complicated. Heavy rain lasting for many days has seriously affected the construction work.

In particular, on the night of October 25 and early morning of October 26, 2025, heavy rain continuously poured down on the construction site, causing landslides at two construction sites in Phuoc Hiep commune.

Specifically, the landslide volume at km66+700 section is estimated at about 8,000m3 and at km84+700 section is about 4,000m3 .

Mr. Nguyen Dinh Phuc, Deputy Director of Project Management Board 4, said that immediately after detecting the landslide, the unit directed contractors to mobilize all human resources and vehicles, organize 24/7 guard duty, and ensure traffic at both ends of the landslide.

Prolonged heavy rain, slippery road surface and heavy soil made digging and transporting the landslide very difficult. However, Project Management Board 4 and the units participating in the project fixed the landslide at km66+700 to one lane at 6:00 p.m. on October 26.

As for the landslide at km84+700, in the area where there is heavy rain and the soil and rock on the slope are at high risk of landslide, potentially dangerous. Therefore, the contractor said that they will handle it to open the road as soon as the weather is favorable.

To ensure traffic safety and reasonable regulation of traffic flow during landslide repair, Project Management Board 4 recommends that the Department of Construction of Da Nang City and the People's Committees of Phuoc Hiep and Kham Duc communes coordinate to divert and guide vehicles from Ho Chi Minh Road to other directions.

On Highway 40B, many landslides caused rocks and soil to overflow onto the road, making it difficult for vehicles to pass. In Lanh Ngoc commune, floodwaters overflowed a temporary culvert at km44+750 of Highway 40B.

This location is within the scope of the Central Region Connectivity Project of Quang Nam Province (old). Due to the small aperture of the temporary road culvert, the water cannot drain completely, causing overflow and traffic congestion.

The authorities have barricaded and are on duty to prevent traffic. At the same time, they are guiding people to follow DT615B route (in Lanh Ngoc commune), from Tam Ky to Tra My for about 500m, then turn left onto the local road to get back to National Highway 40B and vice versa.

Heavy rain also caused landslides on the slopes of km1403+000 and km1406+600 of Ho Chi Minh road (in Phuoc Nang commune) on the morning of October 26 with an estimated volume of 2,400m3 , causing traffic congestion in the Lo Xo pass area.

Road Management Area III said that immediately after the landslide occurred, the road management and maintenance unit deployed vehicles, equipment and workers to the scene and urgently proceeded to clean up the landslide.

However, the heavy rain caused the landslides on the slope to continue, affecting the cleanup progress. The Road Management Area III informed the Department of Construction, the Traffic Police Department of Da Nang City and Quang Ngai Province to inform vehicles to proactively plan their routes.

Mr. Tran Ngoc Thanh, Deputy Director of the Department of Construction of Da Nang City, said that prolonged heavy rains caused many roads to have landslides on the slopes, or floodwaters to cross, causing traffic disruption. The industry requires management units to regularly maintain the roads directly or coordinate with each other to set up barriers, place warning signs, and assign guards.

At the same time, mobilize human resources and equipment according to the approved plan to urgently fix the problem and ensure the fastest possible traffic clearance, but still put the safety of the task force first.

The Construction Industry notes that in areas where landslides continue, relevant units and localities should pay attention to setting up checkpoints and traffic diversions from a distance. Choose a favorable time to carry out cleanup and repair.

At points cut off by flood water, warnings and blockades must be set up to prevent people and vehicles from passing through to ensure the safety of people's lives and property.

On the afternoon of October 26, the Department of Construction informed that 14 landslide locations on Highway 40B have been partially cleared. However, due to heavy rain, there is a possibility that more landslides will occur, causing traffic jams. Currently, Highway 14H, Highway 40B, DT611, DT615, DT615B are blocked at some points due to flooding.

* In response to the flood and landslides in mountainous communes in Da Nang city, traffic police were promptly present at the scene to put up warning signs and also guide people to ensure traffic safety.

On October 25 and 26, due to the impact of prolonged heavy rain, many roads through mountainous communes in Da Nang city were flooded and seriously eroded.

On National Highway 40B, the section passing through the 5-level waterfall and Ton slope (Lanh Ngoc commune), a landslide occurred, causing rocks and soil to spill onto the road; the temporary bridge on National Highway 40B in Lanh Ngoc commune was dangerously flooded.

Some other routes such as National Highway 14E, Ho Chi Minh Road and inter-commune routes in Tra Lien and Tra Tap were also cut off, making travel difficult.

Faced with the complicated developments of floods and landslides, the Traffic Police Department of Da Nang City Police has mobilized forces and deployed working groups to be on duty at flooded and landslide areas to direct traffic, guide people to move safely; support vehicles through flooded areas, and prevent traffic accidents.

According to the Traffic Police Department, in the face of complicated flood and rain situations, people should not drive into deeply flooded and landslide areas; and follow the instructions of the authorities to ensure safety for people and property.
