The 8th Patriotic Emulation Congress of the Health Sector

The Congress was attended by Comrade Le Thanh Long, Member of the Party Central Committee, Deputy Prime Minister, and nearly 500 delegates who are leaders and former leaders of the Ministry of Health ; leaders of ministries, departments, branches, and central organizations; representatives of the Departments of Health and units under the Ministry; health organizations nationwide and nearly 100 typical and advanced collectives and individuals in the patriotic emulation movement for the period 2020-2025.

Vice President Vo Thi Anh Xuan, member of the Party Central Committee, First Vice President of the Central Emulation and Reward Council, sent a flower basket to congratulate the Congress.

Building a humane relationship between doctor and patient

With the theme "Solidarity - Creativity - Confidence in entering the era of national development", the Congress is an important political event of the health sector, aiming to summarize and evaluate the results of patriotic emulation movements in the past 5 years; commend and honor collectives and individuals with outstanding achievements; and at the same time draw lessons in organizing, rewarding, building and replicating advanced models. The Congress also determined the direction and tasks of emulation and reward work for the period 2025-2030 in the spirit of Directive No. 41-CT/TW dated December 26, 2024 of the Politburo.

Speaking at the Congress, Party Central Committee member and Minister of Health Dao Hong Lan emphasized that the health sector has always promoted its glorious tradition along with its mettle, intelligence and compassion, and has continuously grown to contribute to the process of building and defending the Fatherland.

Implementing Uncle Ho's teaching "Emulation is patriotism, patriotism requires emulation and those who emulate are the most patriotic", responding to patriotic emulation movements launched by the Party and State, especially the movement: "Studying and following Ho Chi Minh's ideology, morality and lifestyle", over the past 5 years, the Ministry of Health has launched a comprehensive and widespread patriotic emulation movement throughout the industry, closely linked with the implementation of the industry's annual tasks and enthusiastically responded to by all cadres, civil servants, public employees and workers.

Many patriotic emulation movements, good workers, creative workers, many new products, new techniques, practical and effective, have become strong spiritual motivations creating successes in carrying out political tasks of units and the whole industry.

"Responding to the call of the late General Secretary Nguyen Phu Trong and Decision No. 1497 of the Prime Minister on the issuance of a plan to implement a patriotic emulation movement, the whole country unites to join hands, competes to prevent and defeat the COVID-19 pandemic, the health sector has launched a movement to join hands in the fight against the COVID-19 pandemic. The whole sector has demonstrated the spirit of "white-shirt soldiers on the front line", united, dedicated, and ready to sacrifice for the health and lives of the people. In particular, through that, national pride, patriotism, unity, solidarity, many examples of doctors sacrificing and selflessly, many scientific initiatives have contributed significantly to helping the country overcome the difficult period", the Minister of Health emphasized.

To improve patient satisfaction, the Ministry of Health has launched the emulation movement "Innovating style and attitude, improving medical ethics and profession towards the satisfaction of patients and their families" to improve the quality of comprehensive health care, including professional service attitude and solid technical expertise, to better meet people's needs.

Through the emulation movement, many hospitals have clearly changed; patient satisfaction index is increasing; the image of doctors in the eyes of the community is enhanced.

Sharing the image of nurse Nguyen Thi Thuy Trang, Department of Neonatology, Nghe An Obstetrics and Pediatrics Hospital, who bravely protected the safety of patients and their families in an emergency situation, leaving unforgettable marks in the implementation of duties and sacrifices of doctors, Minister Dao Hong Lan affirmed that the patriotic emulation movement of the health sector in recent times has truly become a strong driving force for each individual and unit to constantly strive to overcome all difficulties and challenges, with dedicated, persistent and creative labor, achieving great achievements, profoundly changing from ideological awareness to organizational apparatus, methods of operation; from expertise, science and technology to improving medical ethics; building a noble humanistic relationship between doctors and patients...

Spread many patriotic emulation movements

On behalf of the Government and the Prime Minister, Deputy Prime Minister Le Thanh Long commended and warmly congratulated the outstanding achievements that the Ministry and the health sector have achieved; at the same time, he emphasized that the contribution to the results of the emulation movement and the achievements of the country is the determination, efforts and dedication of the health sector with important achievements, especially in the 2020-2025 term.

The Deputy Prime Minister stated that in response to the special emulation movement: "The whole country unites, joins hands, and competes to prevent, fight and defeat the COVID-19 pandemic", the health sector has united, united, not afraid of hardships and dangers, and performed well the role of a frontline force against the epidemic of the "White Shirt Warriors", making an important contribution to our country's good control of the epidemic, recovery and socio-economic development.

The Ministry and the health sector have thoroughly grasped and effectively implemented the Party and State's guidelines, policies and laws on health; notably, advising and submitting to the Politburo to issue Resolution No. 72-NQ/TW dated September 9, 2025 "On a number of breakthrough solutions to strengthen the protection, care and improvement of people's health", with many additional and enhanced policies, along with specific tasks and solutions, creating a foundation for breakthrough development of the sector.

The health sector has actively responded to emulation movements launched by the Government; at the same time, the health sector has launched and spread many meaningful patriotic emulation movements, such as: the movement "Green, clean, beautiful medical facilities towards patient satisfaction"; the movement "Pink Spring Festival"; the movement "For a bright tomorrow"...

According to the Deputy Prime Minister, the new development period has many favorable opportunities but also poses many difficulties for sectors and fields, requiring the Ministry of Health to continue to be more united, proactive, courageous, and innovate more strongly; overcome limitations and shortcomings; and strive to excellently fulfill the mission of protecting, caring for, and improving people's health...

Deputy Prime Minister Le Thanh Long basically agreed with the directions, tasks and solutions set out by the Congress; at the same time, he reminded the Ministry and the health sector to further promote the spirit of solidarity and responsibility in sharing work; the more difficult it is, the more it is necessary to join hands and be unanimous; to build a modern, fair and effective health system, meeting the increasingly high and diverse health care needs of the people.

The sector thoroughly grasps and effectively implements the Party and State's guidelines, policies, and laws, especially Resolution No. 72 of the Politburo on a number of breakthrough solutions to strengthen the protection, care, and improvement of people's health and the Government's Action Program to implement this Resolution. Implement professional tasks in a comprehensive and methodical manner, but with a focus and key points with appropriate priority roadmaps; integrate the implementation of specific tasks with emulation movements; in which, in addition to continuing to perform regular tasks well, it is necessary to identify important, urgent tasks that need to be done immediately; at the same time, have effective solutions to deal with arising problems. Strengthen discipline and order in performing public duties; focus on thoroughly overcoming limitations and shortcomings, and not allowing violations to occur in the implementation of tasks.

The industry pays more attention to improving medical ethics. Every cadre, civil servant, public employee, doctor, and medical staff needs to always maintain and promote the quality of "A good doctor is like a mother"; in addition to constantly improving professional qualifications, they need to better fulfill their responsibilities; respect and protect the lives and health of patients; treat patients fairly, respect the rights and dignity of patients; be honest and objective in performing their work.

Promote digital transformation in healthcare management; deploy electronic medical records, synchronize health data between hospitals and medical facilities. Increase the application of artificial intelligence, big data, invest in developing software to support doctors in examining, treating and curing patients.

Comprehensively innovate the emulation and reward movement in a practical and effective manner, linked to political and professional tasks. Rewards need to be public, transparent, timely, focusing on those who work directly, cadres who are close to the grassroots, remote areas, and especially difficult areas. Strengthen propaganda, multiply advanced models, and spread the spirit of patriotic emulation throughout society.

The Deputy Prime Minister emphasized: "Entering a new era of development, we hope and believe that the entire health sector as well as each cadre, civil servant, public employee, doctor, and medical staff will be more united, more determined, make more efforts, and better fulfill the task of protecting, caring for, and improving people's health, contributing to the country's rapid and sustainable development."

At the Congress, many individuals and groups with outstanding achievements in their work, contributing to the cause of building and defending the Fatherland were awarded the Labor Medal. Groups and individuals with many achievements in the patriotic emulation movement in the period of 2020-2025 received Certificates of Merit from the Minister of Health.
