Overview of key infrastructure investment projects
The Ministry of Construction is reviewing the Pre-Feasibility Study Report for the investment project to upgrade and expand some sections of National Highway 1 through Ha Tinh province. This project was prepared by the Vietnam Road Administration, with a total preliminary investment of up to VND8,020 billion, to enhance traffic safety and meet increasing transportation needs.

Detailed planning of upgraded routes
The project focuses on upgrading and expanding three important sections to meet Class III road standards, with a scale of 4 lanes, and a road surface width of 20.5 m to 30 m. Specific sections include:
- Ha Tinh City bypass (old): Length is about 16 km, starting from Thach Ha commune (Km0+000) and ending at Cam Binh commune (Km16+326).
- Ky Anh town bypass route (old): Length is about 28.8 km, starting point at Ky Van commune (Km560+830) and ending point at Hoanh Son ward (Km589+660).
- Route through Vung Ang Economic Zone: Length is about 25.5 km, from Ky Van commune (Km560+830) to Hoanh Son ward (Km586+970).
Source of funding and expected implementation progress
The total preliminary investment of the project is 8,020 billion VND . Of which, the cost for compensation and site clearance is estimated at about 1,387 billion VND. The project is proposed to use capital from the State budget in the medium-term public investment plan for the period 2026 - 2030. The expected implementation period is from 2026 to 2028.
Current status and necessity of the project
Currently, National Highway 1 through Ha Tinh has a total length of about 130.4 km. Many sections, especially urban bypasses, were invested in and built from 1998 to 2015 with a scale of only 2 lanes. Over time, these sections have degraded and can no longer meet the rapidly increasing traffic volume due to the strong urbanization and industrialization process in the locality.
Investing in upgrading these sections is urgent to resolve traffic congestion, reduce traffic accidents and synchronize infrastructure along the entire National Highway 1, especially connecting with the Vung Ang Economic Zone.
Socio-economic impacts
Upon completion, the project is expected to create a major boost for the socio-economic development of Ha Tinh province. The circulation of goods will become more convenient, reduce logistics costs, increase competitiveness for businesses, especially in the Vung Ang Economic Zone. At the same time, the project also contributes to completing the national transport network, promoting regional connectivity and ensuring national security and defense.
