The Forward Command Board is headed by Colonel Nguyen Van Hoa, Deputy Chief of Staff of Military Region 5. The Forward Command Board is responsible for commanding and operating the Military Region's force units in coordination with units, Party committees, and local authorities to support response to rain, floods, and landslides in the mountainous areas south of Da Nang City.

The supporting team included 2,453 people, mobilizing 19 vehicles of all kinds. Of which, 142 were soldiers, 742 were militiamen, 315 were commune police, and 1,254 were commune disaster prevention teams.
During the deployment day, the Forward Command conducted a field survey of key locations for flooding and landslides, assessed the situation, and developed a plan to support local authorities in responding to rain, floods, and landslides. Organized forces to open access to isolated residential areas in villages 3, 4, and 5, Tra Leng commune.

On the same day, the Defense Command of Zone 4 - Ban Thach (Da Nang City) informed that the unit is organizing forces to join the search for a resident who went missing while fishing on the river on the night of October 26.

According to initial information, at 5:00 p.m. on October 26, Mr. BVS (born in 1964, residing in Nui Thanh commune, Da Nang city) cast his net at the river wharf in Van Trai village. By 9:00 p.m. the same day, his wife had not seen him return, so his family went to look for him and found his motorbike and fish basket left on the riverbank but could not find him. The family reported to the authorities for assistance in the search.
