This year’s event highlights strategies, policies and legal frameworks to ensure the development and governance of AI in a safe, transparent and responsible manner. Initiated in 2019, Vietnam International Digital Week has become one of the most prestigious annual forums on digital transformation in the region. In 2025, under the chairmanship of the Ministry of Science and Technology, the event continues to affirm its role as a strategic connection platform, bringing together policymakers, international organizations, experts and leading technology enterprises.

On the morning of October 27, a ministerial roundtable conference was held with the theme “Artificial Intelligence Governance”. The conference aims to create a high-level forum for stakeholders to share experiences, initiatives and policies on responsible AI governance. The conference will contribute to affirming Vietnam’s proactive role, initiatives and commitments in international cooperation on science , technology, innovation and digital transformation.
Speaking at the opening of the conference, Minister of Science and Technology Nguyen Manh Hung emphasized that sustainable AI development must be based on four pillars: strong AI institutions, modern AI infrastructure, AI talent and human-centered AI culture. This conference is not only a policy dialogue, but also a forum for trust and cooperation, together, sharing, shaping AI institutions in the region and globally.

Minister Nguyen Manh Hung also affirmed that it is necessary to ensure a balance between innovation and control, global infrastructure and national infrastructure, open data and protected data, and general-purpose AI and specialized AI. Accordingly, Vietnam is committed to developing AI in a human-centered, open, safe, sovereign , collaborative, inclusive and sustainable manner. Vietnam will promote international cooperation to share knowledge and values, promote long-term growth, develop open-source AI to enhance transparency, cooperation and innovation, and ensure an open-source AI ecosystem, empowering small countries and startups to jointly develop and master advanced technologies.

In a video speech played at the event, Mr. Amandeep Singh Gill, Under-Secretary-General of the United Nations, Special Envoy of the UN Secretary-General on Technology, said that in early 2025, he visited Vietnam and witnessed firsthand Vietnam's commitment to building a human-centered digital economy. Mr. Amandeep Singh Gill emphasized the need to develop AI for the benefit of humanity.
Accordingly, in August 2025, the United Nations General Assembly unanimously adopted a resolution establishing an independent International Scientific Committee on AI and a Global Dialogue on AI Governance within the United Nations. For the first time, all 193 member states agreed to create truly inclusive mechanisms to guide the development of AI for the public good.

Within the framework of the event, conferences, workshops and forums will be held, focusing on 6 key topics on 5G, digital infrastructure, AI, digital transformation, digital human resources and digital technology enterprises. Specifically: Vietnam - European Union Digital Cooperation Forum; Workshop on Sustainable Telecommunications Infrastructure Development; ASEAN Conference on 5G; Regional Workshop on AI-based Digital Transformation... In parallel, there will be business networking activities, creating opportunities for participating units to seek cooperation and investment opportunities.
