Accordingly, the flood on Huong River (Hue City) and Vu Gia - Thu Bon River ( Da Nang City) is currently rising above alert level 3.
It is forecasted that on the afternoon of October 27, floods on rivers in Hue city will continue to rise rapidly, at Phu Oc station it is likely to rise above the historical level by 0.05 - 0.1m (in 2020 it was 5.24m); at Kim Long station it will rise above the alarm level 3 by 1.1m; on Vu Gia river at Ai Nghia station it will continue to rise and be above the alarm level 3; High risk of deep flooding in low-lying areas along rivers and flash floods and landslides in mountainous areas.
To proactively respond to exceptionally large floods and emergency floods, the National Steering Committee for Civil Defense requests ministries, branches and the People's Committees of Hue and Da Nang cities to closely monitor developments of exceptionally large floods and emergency floods; promptly inform authorities at all levels and people to proactively prevent and avoid; urgently organize the relocation and emergency evacuation of people in low-lying areas, riverside areas with high risk of flooding, and areas with high risk of landslides to safe places. Especially for Hue city, immediately deploy a response plan for historic floods in 2020 or larger.
Based on the specific situation, the above cities proactively decided to let students stay home from school during the rainy and flood season to ensure safety; arranged forces to control, support, and guide traffic in deeply flooded areas, and resolutely not let people pass through if safety is not ensured.
Cities direct the operation and regulation of hydroelectric and irrigation reservoirs to ensure the safety of works and downstream areas; organize patrols, guard, deploy flood prevention plans, ensure safety according to the alarm level; prepare forces, materials, and means to handle dike incidents in the first hour; immediately deploy forces, materials, food, and necessities in key areas, especially places at risk of separation and isolation, promptly respond to and handle incidents according to the "four on-the-spot" motto.
Localities direct local radio and television stations to increase information on developments of exceptionally heavy rains, floods, emergency floods, and reservoir discharges to people and authorities at all levels for proactive prevention; specialized agencies coordinate with local television stations and media agencies, especially at the grassroots level, to propagate, disseminate, and guide people to proactively respond to minimize damage. At the same time, organize serious on-duty shifts and regularly report to the National Civil Defense Steering Committee (through the Department of Dyke Management and Natural Disaster Prevention and Control - Ministry of Agriculture and Environment).
Da Nang ensures safety for people in flood-prone areas
Due to heavy rain and water from upstream until noon on October 27, many low-lying areas along the Vu Gia and Thu Bon rivers in Da Nang city were heavily flooded.
It was recorded that in Ai Nghia (now Dai Loc commune, Da Nang city), many roads were cut off due to flood water pouring in and rising higher and higher. Many residential areas had water entering their houses, and people proactively moved their belongings to higher ground to avoid the flood.
Standing at the flooded point of Dai Hiep bridge, Senior Lieutenant Nguyen Huu Linh, a police officer of Dai Loc commune, said that due to the complicated situation of rain and flood, flood water is rising and inundating the roads; Dai Loc commune authorities have deployed forces to stand guard in low-lying, flooded areas to assist people in evacuating their property and block off flooded points and fast-flowing water on traffic routes to ensure the safety of people's lives here.
The weather is still raining heavily, people in low-lying, flooded areas in Dai Loc commune are currently continuing to urgently move their belongings and items to higher ground. Mr. Nguyen Thanh Phu in Dai Loc commune said that due to heavy rain, the floodwaters from the night of October 26 to this morning, October 27, are still rising according to the announcement of level three; the family has proactively moved their belongings to higher ground to avoid flooding and ensure their property.
Currently, police and military forces are present in flooded areas to be ready to support people in Dai Loc commune.

According to a quick report from the City's Department of Water Resources and Irrigation Management, the Standing Office of the Da Nang City Civil Defense Command, widespread rain in the city in recent days has caused damage in communes and wards, especially in mountainous areas.
Specifically, in Tay Giang commune: Traffic routes at Km23+480 of DT.606 road experienced landslides on the roadbed and subsidence of the roadbed for a length of about 43m. The People's Committee of the commune issued a notice to inform people to be proactive when traveling through this road section and organized temporary repairs to ensure traffic.
Hoi An Tay and Hoi An Dong localities have experienced landslides along more than 3 km of coastline, with seawater eroding 7-10 meters deep, and some sections eroding nearly 25-30 meters deep, threatening residential areas inside. The localities have asked for the city's direction to temporarily embank the eroded area and plan to relocate about 30 businesses and 1 affected household when the erosion situation becomes more complicated.
In Phu Ninh commune, DH4 road was damaged in some key locations: landslides, damage to the negative slope at 2 locations in Phuoc Bac village; subsidence at Vuc Voi bridge (An Lau village). In Ha Nha commune, the embankment at Truong An Memorial Temple, Truong An village, collapsed, with a total landslide area of 60 square meters.
At the same time, on some traffic routes to mountainous communes of the city such as: National Highway 14B, the positive slope collapsed at Km1+300 (left of the route), causing the ditch to be filled, with a volume of about 30m3. National Highway 40B collapsed, the downstream culvert was broken, the downstream culvert was damaged at Km72+585 and the positive slope collapsed at Km121+850 (left of the route), with a volume of about 500m3. Provincial roads such as: DT 606: positive slope collapsed at Km65+100 (second landslide), with a volume of about 600m3.
Due to prolonged heavy rains, the non-irrigation reservoirs and hydroelectric power plants in the city are now full of water. In the past two days, Song Trang 2 and Dak Mi 4 hydroelectric power plants have concentrated on releasing floodwaters according to operating procedures. As a result, the low-lying areas downstream have been flooded 1-2 meters deep; the flood on Vu Gia, Thu Bon, Tam Ky, and Cam rivers has risen below alert level 2.
Faced with the complicated developments of heavy rains, on October 27, leaders of Da Nang city visited low-lying and landslide areas to inspect and directly direct flood prevention and response work, ensuring the safety of people and property of the state and people.
