Accordingly, the water levels on the Perfume River (Hue City) and the Vu Gia - Thu Bon River ( Da Nang City) are currently above alarm level 3.
Forecasts for the afternoon of October 27th indicate that water levels on rivers in Hue City will continue to rise rapidly. At the Phu Oc station, water levels are likely to exceed historical levels by 0.05 - 0.1m (5.24m in 2020); at the Kim Long station, water levels will exceed alarm level 3 by 1.1m; and on the Vu Gia River at the Ai Nghia station, water levels will continue to rise and remain above alarm level 3. There is a high risk of deep flooding in low-lying areas along the rivers and flash floods and landslides in mountainous areas.
To proactively respond to exceptionally large floods and emergency floods, the National Steering Committee for Civil Defense requests that ministries, sectors, and the People's Committees of Hue and Da Nang cities closely monitor the developments of exceptionally large rainfall and emergency floods; promptly inform all levels of government and the people to proactively prevent and avoid damage; and urgently organize the relocation and evacuation of people in low-lying areas, riverside areas at high risk of flooding, and areas at high risk of landslides to safe locations. In particular, Hue city should immediately implement a plan to respond to a historical flood of 2020 or larger.
Based on the specific situation, cities proactively decide to allow students to stay home from school during periods of heavy rain and flooding to ensure safety; they also deploy forces to control, support, and guide traffic in deeply flooded areas, resolutely preventing people from crossing unless safety is guaranteed.
Cities are directing the operation and regulation of hydroelectric and irrigation reservoirs to ensure the safety of the structures and downstream areas; organizing patrols and surveillance, implementing flood prevention plans, and ensuring safety according to the alert level; preparing forces, materials, and equipment to handle dike incidents immediately; deploying forces, equipment, materials, food, and essential supplies immediately to key areas, especially those at risk of being cut off or isolated, to promptly rescue and handle incidents according to the "four on-the-spot principles".
Local authorities are directing local radio and television stations to intensify the dissemination of information on the development of exceptionally heavy rainfall and flooding, emergency floods, and reservoir release situations to the public and relevant agencies to enable proactive prevention; specialized agencies are coordinating with local television stations and media outlets, especially at the grassroots level, to disseminate information and guide people in proactively responding to minimize damage. Simultaneously, they are organizing a serious duty roster and regularly reporting to the National Civil Defense Steering Committee (via the Department of Dike Management and Disaster Prevention and Control - Ministry of Agriculture and Environment).
Da Nang ensures the safety of people in flood-affected areas.
Due to heavy rain and upstream water flow, by noon on October 27th, many low-lying areas along the Vu Gia and Thu Bon rivers in Da Nang city were severely flooded.
Observations in Ai Nghia (now Dai Loc commune, Da Nang city) show that many roads are cut off due to rising floodwaters, and in many areas, water has entered people's homes. Residents are proactively moving their belongings to higher ground to avoid the flood.
Stationed at the flooded area near Dai Hiep Bridge, Lieutenant Nguyen Huu Linh, a police officer from Dai Loc commune, said that due to the complex flood situation, rising floodwaters are inundating roads; the Dai Loc commune authorities have deployed forces to low-lying, flooded areas to assist people in relocating their belongings and to set up checkpoints at flooded and fast-flowing points on traffic routes to ensure the safety of people in the area.
With heavy rain still falling, residents in low-lying, flood-prone areas of Dai Loc commune are urgently moving their belongings and other items to higher ground. Mr. Nguyen Thanh Phu from Dai Loc commune said that due to heavy rain, the water level has been rising since the night of October 26th and continues to rise this morning, October 27th, exceeding flood alert level three. His family has proactively moved their belongings to higher ground to protect their property from the flooding.
Currently, police and military forces are present in the flooded areas, ready to assist residents in Dai Loc commune.

According to a preliminary report from the City's Water Resources and Irrigation Management Department, the Standing Agency of the Da Nang City Civil Defense Command, widespread rainfall across the city in recent days has caused damage in communes and wards, especially in mountainous areas.
Specifically, in Tay Giang commune: At Km23+480 on provincial road DT.606, there was a landslide on the embankment and subsidence of the road surface along a section approximately 43m long. The commune People's Committee issued a notice to inform the people, advising them to be proactive when traveling through this section, and organized temporary repairs to ensure traffic flow.
In Hoi An Tay and Hoi An Dong, over 3 km of coastline has eroded, with seawater encroaching 7-10m inland, and in some sections nearly 25-30m, posing a threat to residential areas further inland. Local authorities have requested guidance from the city to build temporary embankments in the eroded areas and plan to relocate approximately 30 businesses and 1 household affected if the erosion situation worsens.
In Phu Ninh commune, several critical sections of Highway 4 were damaged: landslides and damage to the embankment at two locations in Phuoc Bac village; and subsidence at Vuc Voi bridge (An Lau village). In Ha Nha commune, the embankment slope at Truong An Memorial Temple in Truong An village collapsed, with a total affected area of 60m2.
Simultaneously, on several roads leading to mountainous communes of the city, such as: National Highway 14B, a landslide occurred at Km1+300 (left side), causing blockage of the drainage ditch, with a volume of approximately 30m3. National Highway 40B experienced subsidence and a broken culvert section downstream, damage to the downstream culvert at Km72+585, and a landslide occurred at Km121+850 (left side), with a volume of approximately 500m3. Provincial roads such as: Provincial Road DT 606: landslide occurred at Km65+100 (second landslide), with a volume of approximately 600m3.
Due to prolonged heavy rain, irrigation and hydroelectric reservoirs in the city are now full. Over the past two days, the Song Trang 2 and Dak Mi 4 hydroelectric reservoirs have been releasing water according to operating procedures. As a result, low-lying areas downstream have been flooded to a depth of 1-2 meters; flood levels on the Vu Gia, Thu Bon, Tam Ky, and Cam rivers have risen below alarm level 2.
Given the complex developments of the heavy rains, on October 27th, the leaders of Da Nang city visited low-lying and landslide-prone areas to directly inspect and direct flood prevention and mitigation efforts, ensuring the safety of people and state and private property.
