Breakthrough in education and training development: Public investment must be the mainstay

On the afternoon of October 24, the Ministry of Education and Training held a conference to study and implement Resolution 71-NQ/TW. The conference was held in person and online at connecting points at units under and affiliated to the Ministry of Education and Training, Departments of Education and Training, and higher education and vocational training institutions.

At the conference, leaders of the Ministry of Education and Training emphasized the role of the state in education and training development, according to which public investment must be the mainstay, creating a breakthrough in resources.

According to Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, a breakthrough in education and training development must start with innovation in thinking, awareness and institutions. After changing awareness, thinking and institutions, there must be a breakthrough in resources. Resources are the first issue, because without resources, it is impossible to make a breakthrough in education and training development.

Resolution 71 also clearly shows the view that public education is the pillar, non-public education is an important component of the national education system. Public education must lead, the state budget must be the main source, the channel to attract investment of social resources.

Concluding the conference, Minister of Education and Training Nguyen Kim Son noted a number of key issues when implementing Resolution 71 with 9 keywords that educational institutions and local education and training management agencies need to know. Specifically, the spirit of the resolution is 3 keywords: action, practicality, feasibility; the guiding ideology of the resolution is: modernity, quality, fairness; and when implementing: resolute, fast, effective.

The resolution clearly states that "education is considered the decisive factor for the future of the nation". Commenting that education has never been entrusted with such a sacred mission, Minister Nguyen Kim Son requested: "We need to have an awareness and attitude that is appropriate and commensurate with that entrustment".
