According to Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, breakthroughs in education and training development must begin with reforming thinking, awareness, and institutions. After changing awareness, thinking, and institutions, a breakthrough in resources is necessary. Resources are the first issue, because without resources, breakthroughs in education and training development cannot be achieved.
Resolution 71 also clearly expresses the view that public education is the cornerstone, and private education is an important component of the national education system. Public education must lead, and state budget funding must be the primary source, serving as a conduit to attract investment from social resources.
Concluding the conference, Minister of Education and Training Nguyen Kim Son noted several key issues when implementing Resolution 71, highlighting nine keywords that educational institutions and local education management agencies need to remember. Specifically, the resolution's spirit is embodied in three keywords: actionability, practicality, and feasibility; its guiding principles are: modernity, quality, and fairness; and its implementation requires: decisiveness, speed, and effectiveness.
The resolution clearly states that "education is considered a decisive factor in the future of the nation." Recognizing that education has never been entrusted with such a sacred mission, Minister Nguyen Kim Son requested: "We need to have an understanding and an attitude that is appropriate and commensurate with that entrustment."
