Directly commanding the exercise, Colonel Nguyen The Vinh - Member of the Standing Committee of the Provincial Party Committee, Commander of the Gia Lai Provincial Military Command - affirmed: The purpose of this activity is to proactively deploy measures in disaster prevention and control, search and rescue (PCTT-TKCN) work from afar and early on, minimizing damage and ensuring the safety of lives and property for the people during the rainy and stormy season.

Developing disaster response skills.
When the alarm signals for disaster response and search and rescue operations sounded incessantly, the nimble, skilled hands of the soldiers quickly completed the setup and packing. The soldiers' equipment included specialized items such as life jackets, poles, lifebuoys, and food supplies.
Subsequently, members of the PCLB-TKCN Team and the Civil Defense Assault Team of the Provincial Military Command quickly assembled, moved to the assembly point, and marched to the simulated location where the incident or natural disaster occurred.

The training process, forces, equipment, and command structure involved in disaster prevention and search and rescue operations among units have been clearly defined, linking the roles and responsibilities of each individual and unit. In particular, the units have meticulously and specifically calculated the mobilization time of forces to the rescue location.

According to Lieutenant Colonel Pham Ngoc Canh, Deputy Chief of Staff of the Provincial Military Command, regular training will help each individual and unit hone their coordination skills and abilities in participating in disaster prevention and rescue work, ensuring that the unit's personnel and equipment are always mobile and ready to perform tasks when natural disasters occur.
Participating in the training, Captain Nguyen Trung Tin, Assistant Training Officer and Deputy Head of the Disaster Prevention and Search and Rescue Team of the Provincial Military Command, shared: “The regular training sessions and today's comprehensive training exercise help the officers and staff responsible for disaster prevention and search and rescue work in the provincial armed forces to firmly grasp the content and skillfully use the specialized equipment and vehicles used in rescue and relief work. Not only do we hone our mobility, but we also become proficient in basic rescue and relief skills, ready to receive orders at any time.”


At the end of the training session, the Provincial Military Command assessed that the preparations of the agencies and units were complete and thorough in all aspects (personnel, vehicles, equipment, fuel, food supplies, vehicle technical condition, etc.), ready to mobilize immediately upon order. At the same time, the mobilization was organized tightly, ensuring absolute safety for personnel, vehicles, and equipment.
Through training exercises, the Provincial Military Command has also gained valuable experience in developing plans and improving coordination and cooperation among forces in implementing the "four on-the-spot" principle in responding to natural disasters.

Disaster prevention and control, search and rescue are combat missions in peacetime.
The practical experience gained over the years has provided the provincial armed forces with valuable insights into disaster prevention and search and rescue operations. However, given the unpredictable nature of the weather, thorough preparation in all aspects remains a crucial requirement.

Based on that, the Provincial Military Command proactively coordinated with the Department of Agriculture and Environment to inspect and survey hydroelectric and irrigation dams at risk of safety hazards throughout the province; and to survey areas in the province at risk of landslides that could affect people's lives and property and disrupt transportation, in order to develop timely response plans.
Specifically, the Provincial Military Command has updated information on over 110 areas along main roads prone to flooding and nearly 100 key areas at risk of landslides and embankment erosion in localities throughout the province. Based on this, the Provincial Military Command, together with local authorities, has developed detailed scenarios and plans for relocating residents to safe areas in the event of flooding or landslides.
The Provincial Military Command prepared its forces, equipment, and facilities according to the principle of "3 before, 4 on the spot" (proactive prevention and control, detection and handling, preparation of equipment and supplies; forces, command, equipment, and logistics on the spot).
Participating in the provincial armed forces' disaster prevention and search and rescue work are regular troops, mobile militia, local militia, and reserve forces, totaling over 19,000 people. In terms of equipment, in addition to various types of automobiles, there is also the participation of specialized vehicles, cranes, ships, boats, and canoes of all kinds…


In addition, the Provincial Military Command also organized a coordination meeting with 19 units of the Ministry of National Defense, 4 units of the Ministry of Public Security , and 11 units of Military Region 5 stationed in the area to prepare forces and equipment to assist the locality and people in responding to incidents, mitigating the consequences of incidents and natural disasters, and conducting search and rescue operations during the 2025 rainy season.
Organize training courses for the disaster prevention and rescue task forces and civil defense units of the Provincial Military Command and its subordinate units to enhance their response and recovery capabilities, rapid mobility, accurate situational awareness, and timely and effective handling of situations, preventing passivity and surprise in all circumstances.
In addition, the unit also strengthened its information and communication activities, providing guidance on skills for preventing and responding to various types of natural disasters through various forms, ensuring that information about natural disasters reaches the people in the affected areas…
