On the afternoon of September 7, the Standing Committee of the Provincial Party Committee held a conference to give opinions and policies on socio-economic issues; personnel work and other issues under its authority. Comrade Le Thi Thuy, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council chaired the conference. Attending the conference were comrades: Dinh Thi Lua, Standing Deputy Secretary of the Provincial Party Committee; Truong Quoc Huy, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation; members of the Standing Committee of the Provincial Party Committee; leaders of a number of relevant departments, branches, and sectors, the Provincial Party Committee Office, and the Provincial People's Committee Office.
At the conference, the Provincial Party Committee gave opinions and policies on socio-economic issues: Investment policy for the project to build a clay mining project for cement raw materials of Long Thanh Cement Joint Stock Company in Liem Son commune and Tan Thanh town, Thanh Liem district; creating a site to attract investment projects in eco-tourism resorts; Reporting to competent authorities on the policy of selecting investors to implement the project to invest in construction and business of infrastructure of Dong Van V Industrial Park, Dong Van VI Industrial Park and Kim Bang I Industrial Park. Policy to extend the license for mining limestone as common construction materials in the area of T3, T7 mines, Thien Ngo mountain, Thanh Thuy commune, Thanh Liem district of Phu Ly Stone One Member Co., Ltd.; Investment policy for the project to invest in building an urban area combined with renovating residential areas in Duy Minh ward and Duy Hai ward, Duy Tien town. Investment policy for the project to invest in building workers' housing in Le Ho commune, Kim Bang district; Policy to supplement funding for units to pay additional medical vocational preferential allowances in 2022 and 2023 according to Decree No. 05/2023/ND-CP dated February 15, 2023 of the Government; Policy to supplement funding for provincial agencies and units to increase basic salary according to Decree No. 24/2023/ND-CP dated May 14, 2023; Policy to supplement funding for Phu Ly city to increase basic salary according to Decree No. 24/2023/ND-CP dated May 14, 2025 and increase monthly allowances for commune officials who have retired according to Decree No. 42/2023/ND-CP dated June 29, 2023 of the Government; Implementation of the Emotional Control and Positive Communication Project of the Research and Training Center for Community Development (RTCCD) in the province.
In her concluding remarks on the contents of socio-economic development, comrade Le Thi Thuy, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council, agreed with the 9 contents reported by the Party Committee of the Provincial People's Committee for opinions and policies at the conference.
The Provincial Party Secretary requested the Party Committee of the Provincial People's Committee to direct agencies and units to carry out investment promotion procedures according to regulations. In the implementation process, closely following the direction of the Central Committee, the Provincial Party Committee, and the Central's regulations, Party committees and authorities at all levels focus on leading and directing the implementation to ensure compliance with regulations, paying attention to the extension period for mineral exploitation contents according to regulations, and paying attention to environmental issues. On the other hand, the Provincial Party Secretary requested members of the Provincial Party Committee, leaders of relevant agencies, departments, branches and units to promote their roles and responsibilities, advise and effectively implement the contents stated in the conference.
Also at the conference, delegates gave their opinions on the draft Directive of the Provincial Party Committee on strengthening the Party's leadership in building and developing culture and people to meet the requirements of building Ha Nam province for sustainable development; gave their opinions on the organization of the 13th Provincial Trade Union Congress, term 2023-2028 and personnel work.
Regarding the 13th Congress of the Ha Nam Provincial Trade Union, term 2023-2028, scheduled to take place on October 12 and 13, at the Ha Nam Provincial Cultural Center. To prepare for the congress, the Standing Committee of the Provincial Labor Federation has issued documents directing and guiding the implementation of trade union congresses at all levels, towards the 13th Provincial Trade Union Congress, term 2023-2028; establishing subcommittees to prepare content and personnel for the organization of the Provincial Trade Union Congress. The congress has the theme: "Strongly innovating the organization and operation of trade unions, building a comprehensively strong Ha Nam Trade Union; focusing on performing well the role of representing and protecting the legitimate and legal rights and interests of union members and workers; participating in building a modern and strong working class; contributing to building Ha Nam province into a fairly developed province in the Northern Delta region".
Concluding the discussion, the Provincial Party Secretary highly appreciated the work of implementing the trade union congresses at all levels towards the 13th Provincial Trade Union Congress as well as the thoughtful and serious preparation work of the Provincial Labor Federation Executive Committee. Basically agreeing with the contents reported by the Provincial Labor Federation Executive Committee, the Provincial Party Secretary Le Thi Thuy requested the Provincial Labor Federation Executive Committee to seriously absorb the appraisal opinions and comments of the delegates to supplement and complete the draft political report to be submitted to the congress; clearly identify the breakthroughs associated with the implementation solutions, demonstrate the determination of the new term, and create a driving force to promote the socio-economic development of the province. The Provincial Party Secretary basically agreed with the personnel work, content, and program of the congress; at the same time, gave specific comments on a number of related contents.
