Timely steps to realize the two-tier government model

Immediately after the two-level local government officially operates from July 1, 2025, organizing the Commune Party Congress for the 2025-2030 term becomes an especially important political task. This is not only a necessary transitional step to perfect the organization at the grassroots level, but also an opportunity for the new administrative units after the merger to establish a development vision in the coming period.

Head of the Provincial Party Committee's Organization Board disseminated some contents on organization and personnel work at the Conference of the Provincial Party Building Organization Sector.

• NO ORGANIZATIONAL GAPS

After the Politburo issued Conclusion No. 155-KL/TW dated May 17, 2025 on a number of key tasks in the reorganization of the apparatus and administrative units from now until June 30, 2025, the preparation work for the organization of the Party Congress at the commune and ward levels (new) for the 2025-2030 term was identified as a key task that needs to be carried out immediately after the official establishment of the two-level local government from July 1, 2025. For Lam Dong province, this is a particularly important transitional period, requiring drastic and focused direction from Party committees at all levels to ensure continuity and stability, but also create a breakthrough and comprehensive development for the new administrative unit after the merger.

The Provincial Party Committee issued Plan No. 171-KH/TU, dated May 13, 2025, on implementing Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo on Party congresses at all levels towards the 14th National Congress of the Party to lead the work of Party congresses at all levels in the province to ensure progress and quality. The Standing Committee of the Provincial Party Committee has assigned 3 Deputy Secretaries of the Provincial Party Committee to be in charge of and direct the arrangement of commune-level administrative units and currently, the comrades in the Standing Committee of the Provincial Party Committee have worked with district and city Party Committees to direct, orient and urge the work of developing personnel plans and preparing documents for Party congresses of communes and wards (after the arrangement).

Congress preparations must be carried out immediately after completing the administrative unit arrangement, to avoid any organizational gaps or interruptions in leadership and management in accordance with the Central Committee's direction.

• BUILDING PRACTICAL DOCUMENTS

Clearly identifying the specific nature of the new administrative units after the merger, the Party Committees of communes and wards are required to carefully review the practical situation and seriously evaluate the results achieved in the 2020-2025 term of the old units. On that basis, the preparation of the political report to be submitted to the Party Congress of the (new) communes and wards for the 2025-2030 term must ensure objectivity, comprehensiveness, strategic vision and high breakthrough.

The content of the document needs to clarify the characteristics, potentials, strengths, difficulties and challenges of the locality after the merger. The determination of goals, tasks and development solutions for the next term must be highly feasible, consistent with the new scale and position of the administrative unit. At the same time, it must demonstrate the political determination of the Party Committee in creating a new step of socio -economic development, maintaining political security and social order and safety in the area.

To ensure the quality of the document content, the Standing Committee of Lam Dong Provincial Party Committee has assigned members of the Standing Committee to be heads and deputy heads of working groups to assist in drafting the congress documents. These groups are responsible for closely coordinating with local Party committees, directly directing and providing specific guidance on each step of preparation, in order to improve the quality of both the content and form of documents submitted to the congress...

• ENSURE PRINCIPLES, PROMOTE INHERITANCE AND DEVELOPMENT

Head of the Provincial Party Committee's Organization Board Nguyen Trong Anh Dong emphasized at the Conference of the entire Provincial Party Committee: Along with the preparation of documents, the personnel work of the Party Committee for the 2025-2030 term in the new administrative units is a particularly important content, which the Provincial Party Committee's Organization Board and the superior Party Committees directly pay attention to and closely direct. The development of the personnel plan must strictly comply with the regulations and instructions of the Central Committee, especially Instruction No. 31-HD/BTCTW dated April 23, 2025 on the personnel plan at the commune level after the merger. Accordingly, the Standing Committee of the Provincial Party Committee emphasized the requirement to ensure the principles of democracy, publicity, transparency, while promoting inheritance, stability and development. Party Committee personnel must be truly exemplary in terms of political qualities, ethics, leadership and management capacity, understanding of the locality and trusted by cadres, Party members and people.

In particular, it is necessary to strictly implement the direction of the Politburo in Conclusion 157 dated May 25, 2025, focusing on leadership and direction to absolutely avoid local tendencies, "group interests", and negativity. Ensure a reasonable structure between ages, genders, ethnic groups, and religions. Good preparation of the Party Committee's personnel plan not only determines the success of the congress, but is also a premise for the effective operation of the new government apparatus.

The Standing Committee of Lam Dong Provincial Party Committee has assigned the Standing Committees of the District and City Party Committees to coordinate with the Provincial Party Committee's Organization Board and relevant agencies to prepare and develop a plan for key leadership personnel at the commune level after the merger (including the positions of Secretary, Deputy Secretary, Chairman of the People's Council, Chairman of the People's Committee) and a plan for the Party Committee, Standing Committee of the Party Committee, and Inspection Committee of the Commune Party Committee after the new establishment and plans to assign Party Committee members and Standing Committee members of the Commune Party Committee to take on leadership positions of units at the commune level (specific instructions on the agency in charge of developing the personnel plan and implementation steps).

In addition, propaganda work must be strengthened, proactively orienting public opinion, clearly explaining the policies and benefits of administrative unit arrangement and Party apparatus reorganization. At the same time, it is necessary to step up inspection and supervision of the preparation and organization of the congress, especially in stages such as document development, personnel, and election procedures. Resolutely handle negative manifestations and violations, if any, and at the same time commend and replicate good, creative, and effective practices from the grassroots.
