"Speeding up" to complete the household list to serve the General Census of Rural and Agricultural Areas

On June 7, 2024, the Prime Minister issued Decision No. 484/QD-TTg on organizing the 2025 Rural and Agricultural Census.

The 2025 Rural and Agricultural Census is a large-scale survey, conducted nationwide, to collect comprehensive information from all survey units in the agricultural and rural sectors. This census is divided into 2 phases: Phase 1 is to compile a list of households, completed before May 30; Phase 2 is to collect information on households and farms starting from July 1, 2025.

In Ha Tinh , the Steering Committee for the 2025 Rural and Agricultural Census at all levels has issued specific contents, assigned tasks and organized training for all investigators. Currently, the whole province is entering the "sprint" stage, determined to complete the household listing in both urban and rural areas ahead of schedule.

In recent days, taking full advantage of the time, investigators in Ha Tinh City are sticking to the grassroots level, focusing on the work of compiling household lists. Investigator Truong Thi Hai (Thach Trung Ward, Ha Tinh City) shared: “As a central area with diverse population and occupations, this investigation also has certain pressures and difficulties. We have to focus on working at night to ensure the set progress. The current investigation using electronic questionnaires on mobile devices (CAPI) helps investigators collect information much faster.”

It is known that Ha Tinh City has 194 investigators directly participating in the household census in 194 localities. According to Mr. Nguyen Thanh Tung - Head of Statistics Team No. 1 (Ha Tinh Provincial Statistics Office), the investigators have been thoroughly trained, disseminated the census process, divided the areas reasonably, avoiding duplication or missing subjects. Propaganda work has been strongly deployed on the radio system so that people can clearly understand the census and coordinate effectively with the investigators.

Not only in the city, mountainous localities such as Vu Quang, Huong Son, Huong Khe... are also focusing on the household listing work despite the difficult conditions in these areas. Mr. Hoang Huu Quan - Deputy Head of Statistics Team No. 6 (Ha Tinh Provincial Statistics Office) said: "75 investigators (69 investigators in rural areas, 6 investigators in urban areas) will effectively and qualitatively carry out field information collection activities in Vu Quang district. The district strives to complete the household listing survey before May 15".

In remote communes, some major difficulties are large areas, scattered population, and weak phone signals, which hinder the use of software on mobile devices. Furthermore, people here mainly live on agricultural production, so investigators must be flexible in choosing the time to approach. To overcome the difficulties, the Provincial Statistics Office has also increased coordination with localities to provide technical support, equipment, and regularly update professional skills for investigators.

Mr. Nguyen Trung Thanh - Deputy Head of the Ha Tinh Provincial Statistics Office said: “The work of making household lists plays a fundamental role for the entire census. The quality of the list determines the accuracy and completeness of the collected data; it serves as a basis for planning resource mobilization, selection, training of survey participants and directing, organizing and effectively managing the census. Therefore, it is recommended that the Census Steering Committees at all levels strengthen their direction, closely follow the grassroots, regularly urge progress; improve the effectiveness of propaganda so that people clearly understand the meaning and importance of the census. Localities and relevant units continue to review and complete the household list before May 30 and prepare well all conditions in terms of human resources, equipment and logistics to enter the official information collection phase from July 1, 2025”.

The rural and agricultural census is one of three large-scale statistical censuses organized every 10 years to collect comprehensive information on agriculture, forestry, fisheries and the status of rural development nationwide.

On June 7, 2024, the Prime Minister issued Decision No. 484/QD-TTg on organizing the 2025 Rural and Agricultural Census. This census is of great significance, especially in the context that Vietnam is promoting the transformation of agriculture and rural areas towards modernity and sustainability, requiring a strong enough data platform to serve policy making, analyze development trends, serve national target programs and meet new requirements in the context of international integration.
