Voluntary social insurance and health insurance policies are two important pillars in the national social security system. Voluntary social insurance helps self-employed workers have the opportunity to secure income when they retire. Meanwhile, health insurance is an effective "shield", helping tens of millions of people reduce the burden of hospital fees and access quality medical services at reasonable costs.

In each locality, the spread of social security policies cannot be separated from the efforts of the tax service staff. They are the bridge between the policy and the people, the ones who persistently persuade and accompany the people, especially in remote areas where life is still difficult.
Working as a service staff for the Social Insurance of Ky Anh district for more than a decade, Ms. Pham Thi Thu Hong - Vice President of the Women's Union of Ky Van commune has helped hundreds of people access social security policies.
Ms. Hong shared: “For more than 10 years working as a social security bridge, in addition to promoting the increase of health insurance coverage, I have also connected to help nearly 400 people have the opportunity to receive pensions when they retire. In particular, I not only approach the self-employed with economic conditions but also focus on mobilizing poor and near-poor households and people working abroad to participate in voluntary social insurance.”

In addition to applying the knowledge, propaganda and mobilization methods trained and equipped by the provincial Social Insurance, Ms. Hong also created many ways to suit each situation such as providing advance payment, consulting on choosing the contribution level and number of contributions/year, even guiding on how to generate income, how to save money to be able to participate in voluntary social insurance. Of the more than 400 books managed by her, 50% are local freelance workers with an average or higher standard of living, 40% are people working abroad, 10% are workers from poor and near-poor households.
“What makes me happiest is that there are many cases that seemed impossible to participate due to difficult economic conditions, but in the end, under my guidance, they participated and felt very secure. Among them, the most memorable are the two children Nguyen Hong Vu and Nguyen Hong Vinh (born in 2002 and 2009) in Lien Son village, whose father passed away and mother had cancer, but under my encouragement, they saved their wages from working for hire to participate in voluntary social insurance,” Ms. Hong shared.

“Without service staff, many people in rural areas do not know what voluntary social insurance or health insurance is and how to participate. 10 years ago, thanks to Ms. Hong, I participated in voluntary social insurance and even became a collaborator, extending social security policies to the people,” said Ms. Nguyen Thi Huyen Dieu, Head of Van Lac village, Ky Van commune.
Also having more than 10 years of experience as a social insurance collection service staff, Mr. Dien Xuan My (officer of Nam Ha Ward People's Committee) has his own way of doing things. In addition to group propaganda activities and integrating propaganda into meetings, he often uses real-life stories to increase the effectiveness of his campaign.

“I often use real-life stories of people with serious illnesses who have been paid tens to hundreds of millions of dong by the Health Insurance Fund as vivid illustrations in my campaigns. These stories help people better understand the humane policies of the Party and the State. From skepticism, many people have come to trust and learn for themselves to participate in Health Insurance,” My shared.
Not only contributing to increasing the health insurance coverage rate, over the past 10 years, Mr. My has also worked hard to mobilize more than 400 people to participate in voluntary social insurance. In addition to the city area, on his free days, he also goes to neighboring areas such as Thach Ha, Cam Xuyen... taking advantage of his relationships to propagate and mobilize people to participate. "In more than 400 voluntary social insurance books, there are many cases of 2-3 people from the same family, the same last name, even families with 5-7 people participating... That is the joy of having built a solid trust in the hearts of the people" - Mr. My confided.

Ms. Nguyen Thi My Hanh (TDP 3, Nam Ha Ward, Ha Tinh City) shared: “4 years ago, thanks to Mr. My, I understood clearly about the voluntary social insurance policy. I participated in compulsory social insurance at my workplace, but my husband is a freelancer and has no solid support when he gets old, so I decided to participate in voluntary social insurance for my husband. Recently, when we learned about the new policy of shortening the payment period to 15 years, we were very happy.”
With the efforts of the social insurance industry and the collection service staff, the safety net is increasingly expanding. They not only aim for insurance coverage, but also contribute to building a humane society - where all people are protected from life's risks.
