Be proactive step by step in the merger preparation process
According to the roadmap of the Central and Provincial Party Committees, the Long An Industry and Trade sector is one of the first units in the province to prepare for merger with the same functional unit of Tay Ninh province. This is a major, unprecedented task, requiring a proactive spirit, close coordination and high unity in awareness of all cadres, civil servants and public employees in the sector.
Director of the Department of Industry and Trade - Huynh Van Quang Hung said: “Immediately after the Politburo and the Central Executive Committee approved the resolution to merge provinces and cities, in which Long An province merged with Tay Ninh province, named Tay Ninh, under the direction of the Provincial Party Committee, Provincial People's Committee, the Industry and Trade sector of the two provinces coordinated to complete the project and plan for the merger. The overarching goal is to ensure no interruption in professional activities, stabilize the ideology of cadres; perfect the organizational apparatus in the direction of streamlining, effectiveness, efficiency and specialization".
Director of the Department of Industry and Trade of Long An province - Huynh Van Quang Hung chaired the meeting to deploy key tasks, emphasizing the work of arranging the organizational apparatus and preparing for the grassroots Party Congress for the 2025-2030 term.
Up to now, the industry has basically completed the review and arrangement of staffing, functions and tasks of departments, offices and affiliated units. It is expected that after the merger, the total number of employees in the industry will be more than 282 people. The number of departments will be reduced from 11 departments, 2 affiliated branches and 2 public service units to 7 departments, 1 affiliated branch and 1 public service unit. The arrangement and streamlining is based on the principle of no overlap or duplication of functions.
The biggest difficulty in the merger preparation process is not in the organizational techniques but in the psychology and ideology of the staff. Changing the working location, adjusting personnel, and converting the management model can cause anxiety, doubt, and even confusion in some staff. On the other hand, the merger of Market Management from the Ministry of Industry and Trade to the province has not been synchronized, especially the staffing from the central government to the province has not been guaranteed according to the handover time, so tasks, funding, and personnel decisions are still difficult, somewhat affecting the psychology.
Realizing this, the Party Committee and the Board of Directors of the Department pay special attention to ideological work, regularly organizing meetings and direct dialogues to grasp the thoughts and aspirations of cadres and party members.
Secretary of the Industrial Management Party Cell - Vo Truong Minh shared: “At first, there were some concerns, but after many meetings and direct explanations and encouragement from the Department leaders, the staff in the unit felt much more secure. Now everyone is ready for the new phase and sees it as an opportunity to develop their expertise and contribute to building a better industry.”
While urgently completing preparations for the merger with the Industry and Trade Department of Tay Ninh province, the Department of Industry and Trade of Long An province is also implementing the organization of the grassroots Party Congress for the 2025-2030 term. This is an important political event, of special significance as it takes place at a time when the industry is facing a major shift in organization, orientation and method of operation.
Deputy Secretary of the Party Committee, Deputy Director of the Department of Industry and Trade - Chau Thi Le emphasized: “The Party Congress of this term takes place in a very special context - the industry is preparing to merge with a neighboring province. Therefore, the entire preparation process, from the content of documents to the personnel work of the Party Committee, is carried out carefully and methodically, in the spirit of democracy, objectivity and quality as the top criteria. We clearly identify that only when we build a spirit of solidarity and internal unity can the whole industry firmly enter a new stage of development”.
Along with the preparation for the congress, the Party cells also organized many thematic political activities to stabilize ideology and create consensus and unity throughout the industry. Thereby, contributing to raising the political awareness of cadres and Party members in the face of new requirements and tasks.
In particular, as an industry that contributes significantly to economic growth, industrial development and market integration, the Party Committee of the Department of Industry and Trade of Long An has many specific proposals in the draft documents of the Long An Provincial Party Congress for the 2025-2030 term. The opinions focus on strategic orientations such as building Long An into an industrial - logistics center of the Southern Key Economic Zone; developing clean energy and green industry; promoting the application of digital transformation in production - distribution - circulation of goods and effective regional linkage mechanisms. These contributions demonstrate the political responsibility as well as the innovative thinking of the industry in the upcoming context.
Sustainable and green development
Despite being in the process of organizational “transformation”, the provincial Department of Industry and Trade still maintains stability in all aspects of professional work, ensures smooth state management activities and timely supports businesses. Trade promotion programs, connecting supply and demand of goods, supporting businesses in digital transformation continue to be strongly implemented with a focus on improving the competitiveness of local products and expanding domestic and international consumption markets.
Long An Department of Industry and Trade organizes a conference to connect and promote the consumption of goods and products between enterprises in Long An, Tay Ninh and Tien Giang provinces in 2024.
According to statistics from the Department of Industry and Trade, in the first 4 months of 2025, the industry's total export turnover reached more than 2.7 billion USD, an increase of 13.2% over the same period in 2024. The province's industrial production index also recorded a growth rate of nearly 15.34%. This shows a significant rebound in production and business of enterprises in the area.
It is expected that after the merger is completed, the Industry and Trade sector will be responsible for managing a larger development space, covering key industrial zones and clusters such as Duc Hoa, Ben Luc, Can Giuoc (Long An province) to Trang Bang, Go Dau, Chau Thanh (Tay Ninh province). This will not only create favorable conditions for developing the industrial and trade value chain in the whole region but also open up a large space to attract domestic and foreign investment capital, forming strategic regional linkages, connecting logistics infrastructure, industrial clusters and industrial product consumption markets.
With a vision to 2030, the Industry and Trade sector aims to become one of the five key economic sectors of the new province after the merger, playing a leading role in the industrialization and modernization process, with three pillars throughout: innovating public administration, accelerating digital transformation and building a team of elite, dynamic, specialized and integrated staff.
At the same time, the industry also clearly defines the direction of sustainable and green development, increasing the use of renewable energy in industry, encouraging businesses to produce cleaner, consume sustainably and comply with international environmental standards. This is an inevitable requirement for Vietnamese industrial products in general, and Long An - Tay Ninh in particular, to participate more deeply in the global supply chain.
Mr. Huynh Van Quang Hung affirmed: “Not only is the Department ready for the congress, it is also ready for the future - a modern, streamlined, specialized and integrated industry. All current difficulties will be a stepping stone for the industry to make a stronger breakthrough in the coming time.”
The merger is a major turning point, even a test of the organizational and operational capacity of the Industry and Trade sector.
