Raising public awareness - 'Key' to environmental protection

Through supervision, the People's Council of Long An province requested the Provincial People's Committee and localities to continue to improve the effectiveness of compliance with environmental protection laws in the area, contributing practically to the sustainable development of the province.

The province needs to improve compliance with environmental protection laws, especially in the field of production and business activities.

Still exist, entangled

According to Director of the Department of Agriculture and Environment - Vo Minh Thanh, recently, the Provincial People's Committee has issued plans, deployed and implemented tasks and solutions on state management of the environment and environmental protection activities in the area.

The province effectively implements the work of classifying waste at source; closely monitors the wastewater discharge activities of industrial parks and clusters operating in the province; strengthens the monitoring of the activities of enterprises with large emissions and wastewater discharges into the environment; enterprises in the production, business and service sectors that are at risk of causing environmental pollution to promptly detect, have solutions to prevent pollution and handle it appropriately; proposes mechanisms, policies and measures to protect and improve land quality, solutions to prevent land degradation, renovate, restore and exploit, use land sustainably, adapt to climate change ;... Thanks to that, the environment is improving day by day.

However, at present, state management in this field still exists and has certain limitations. Planning and solid waste treatment activities in the province are still difficult, lacking factories with modern technology to serve waste treatment; attracting investment in waste treatment projects is still slow; waste classification is not really effective; urban areas still do not have centralized wastewater treatment systems that have existed through many stages in residential areas and urban areas; environmental pollution is increasing in localities with industrial development, especially local pollution in some canals and ditches;...

Ms. Nguyen Thi Dung (Ward 3, Tan An City) reflected: “The waste classification has been well received and implemented by the people, but through monitoring information, we have found that the locality has not yet had effective measures and solutions for collection, transportation and treatment. This has led to the fact that the waste classification of the people has not really come into practice. We recommend that all levels and sectors must have measures to effectively resolve this situation so that waste classification can be truly effective.”

In addition, in the state management work related to environmental protection in industrial parks, industrial clusters, and operating enterprises, there are still many shortcomings; some places are polluted, causing public outrage;... Mr. Nguyen Thanh Cong (Duc Hoa Dong commune, Duc Hoa district) was upset: "We have repeatedly proposed to solve the problem of some enterprises operating and causing environmental pollution, especially in Duc Hoa Dong Industrial Cluster.

However, when the inspection team came, the company promised to fix it, and the same thing happened over and over again for many years, but the situation remained the same, unchanged. We live near the polluted area and only hope that the units will work together, stop making promises, and completely resolve the environmental pollution here."

Focus on core solutions

The province needs to more effectively implement waste classification at source.

Through monitoring the implementation of environmental protection laws in the area, Vice Chairman in charge of the Provincial People's Council - Mai Van Nhieu highly appreciated the results of implementing environmental protection laws in the province. However, at present, this work still has many shortcomings and problems. The Vice Chairman in charge of the Provincial People's Council suggested focusing on some key contents and solutions.

Firstly, perfecting the legal document system. The Provincial People's Committee speeds up the issuance of missing legal documents, proactively makes detailed plans with specific roadmaps and clearly assigns responsibilities to each relevant agency and unit in advising on the drafting and issuance of documents.

Second, continue to improve inspection and supervision capacity, focus on and improve the effectiveness of environmental inspection and supervision by reviewing resources (human, financial, equipment, technology) for supervision, helping to promptly detect and handle environmental violations; establish a system of periodic and unscheduled inspections of investment projects, focusing on strictly handling cases of operations without environmental licenses or violations of environmental protection regulations; promptly issue a coordination mechanism between departments, branches and local authorities to ensure consistency, avoid overlapping or omission of responsibilities in inspection and supervision, helping to improve the quality of management and environmental protection throughout the province.

Third, planning and investment in environmental infrastructure must be effective, prioritizing investment in construction and completion of urban wastewater collection and treatment systems, concentrated residential areas as well as industrial clusters that do not currently have or have treatment systems but do not meet environmental requirements, contributing to reducing water pollution, improving people's quality of life and ensuring sustainable development in the areas. Speed ​​up the construction, completion and operation of solid waste treatment plants according to approved planning, especially focusing on waste-to-energy incineration plant projects to utilize energy from waste; strengthen the synchronous planning of wastewater and solid waste treatment infrastructure systems throughout the province, research and develop policies to encourage socialized investment in the environmental sector.

Fourth, raise awareness and change community behavior, strongly implement in-depth and extensive communication programs on environmental protection; it is necessary to develop and implement practical incentive mechanisms to promote people's participation in the collection and return of specific waste products such as electronic waste, electric vehicle batteries, nylon bags and recyclable materials, contributing to reducing the amount of hazardous waste released into the environment, promoting the circular economy , and creating environmentally friendly consumption habits in the community.

Fifth, manage the quality of water, air and soil. Direct specialized sectors to have a plan to organize surveys and periodic assessments of the quality of surface water, groundwater and air in key areas at high risk of pollution. Assessment results need to be public and transparent so that people and businesses can grasp them, raise awareness of environmental protection and coordinate in management work.

Sixth, strengthen coordination and decentralization of management, promptly issue coordination regulations between the Department of Industry and Trade, the Economic Zone Management Board and relevant departments and branches to improve the effectiveness of environmental management in industrial parks and clusters.

Seventh, mobilize and effectively use financial resources. Priority should be given to increasing the proportion of local budgets for urgent projects, seeking support capital from the Central Government and international organizations to upgrade technical infrastructure related to environmental protection; calling for socialization and attracting private investment, together with the Environmental Protection Fund, which will help mobilize additional necessary resources; proposing to competent authorities to adjust the list of environmental career expenditures to supplement investment funds in order to effectively use environmental career capital.

Finally, the province, departments, branches and localities must strictly implement the monitoring conclusions of the Provincial People's Council. In particular, it is necessary to focus on prioritizing the handling of environmental problems that have been clearly stated in resolutions and notices to overcome existing limitations, contributing to improving environmental quality and sustainable development./.
