Canada concludes that semi-trailers imported from Vietnam do not evade trade defense taxes.

On May 23, 2025, the Canada Border Services Agency (CBSA) announced the conclusion of the investigation into the case of anti-evasion of trade defense duties (PVTM) on some semi-trailer products imported from Vietnam.

According to the CBSA's conclusion, semi-trailers imported from Vietnam do not circumvent the trade remedies measures currently applied to similar products imported from China. This conclusion remains unchanged from the preliminary conclusion issued last April. Currently, Canada is imposing duties of 126.4% (anti-dumping duty) and 12,370 yuan/unit (countervailing duty) on similar products imported from China.

This conclusion means that Vietnamese manufacturing/exporting enterprises can continue to export semi-trailers to Canada without being subject to trade remedies tax, thereby helping to maintain stable and legal trade activities in this market. This is positive news for Vietnam's manufacturing/exporting industry in the context of many fluctuations in the world economy and the tendency to increase trade barriers.

CBSA is expected to release a detailed Statement of Reasons in due course.
