Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh said: The elimination of temporary and dilapidated houses nationwide for the people is a meaningful and humane work, which has been actively implemented with the spirit of "whoever has something helps, whoever has merit helps merit, whoever has property helps property, whoever has a lot helps a lot, whoever has a little helps a little". After the third meeting, we continued to implement many tasks, basically, we issued a complete system of documents according to our authority to promote the implementation of the program to eliminate temporary and dilapidated houses nationwide. Especially the documents directing, guiding, resolving difficulties, obstacles, and responding to recommendations from localities.

As a result, since its launch, the whole country has eliminated nearly 209,000 houses (of which: 111,000 houses were inaugurated and handed over; 98,000 houses were started), reaching about 77% of the total demand. Since the third session, nearly 87,000 houses have been started and inaugurated, an average increase of 26 houses/locality/day. However, the task from now until October 31, 2025 is still very heavy (about 61,800 temporary and dilapidated houses remain) because it involves many ministries, agencies, and localities, and the scope of implementation is wide, while there is not much time left. Therefore, the Prime Minister requested all levels, sectors, and localities to make greater efforts, greater determination, and more drastic, effective, and focused actions to successfully implement the goals of the Program.

At the meeting, the Prime Minister requested delegates to exchange and discuss in a frank and responsible spirit, focusing on assessing the current status of the Program's implementation results at ministries, agencies and localities; continuing to clarify difficulties, obstacles and challenges in implementing the Program (regarding procedures and implementation processes; methods of allocating support funds; land allocation; human resources and material transportation; using the source to save 5% of regular state budget expenditures in 2024....).

Along with that, answering local proposals and recommendations, removing difficulties related to housing support funding for people with revolutionary contributions, martyrs' relatives and 2 national target programs; lessons learned in directing, operating, allocating and mobilizing resources in the spirit of "6 clear: clear people, clear work, clear results, clear progress, clear responsibilities"; key tasks and solutions, breakthroughs to maintain momentum, keep pace, maintain spirit, maintain progress in implementing the movement; promote and expand the good aspects, learn from experience and adjust the bad ones.

Reporting at the meeting, Minister of Ethnic Minorities and Religions Dao Ngoc Dung said: At the third meeting, 7 localities completed the removal of temporary and dilapidated houses. Since then, 8 more localities have completed the removal on the occasion of April 30, including: Thai Nguyen, Tay Ninh, Binh Phuoc, Can Tho, Vinh Long, Tra Vinh, Kien Giang, Khanh Hoa.

Speaking at the meeting, comrade Trinh Viet Hung, Alternate Member of the Party Central Committee, Secretary of Thai Nguyen Provincial Party Committee, said: From July 2024 to now, Thai Nguyen province has reviewed and supported the elimination of temporary and dilapidated houses, with 1,838 houses, reaching 100% of the plan, reaching the target 8 months earlier than the deadline assigned by the Government. From 2021 to now, the province has eliminated more than 5,000 dilapidated houses, reaching 100% of the plan. Among them, there are households that have mobilized support from the province, social organizations, families, and clans, with some houses built at a large cost, about more than 300 million VND. To achieve the above results, Thai Nguyen has proposed many solutions and initiatives in the implementation process, such as: Organizing inspections, reviews, and recording all cases before providing support, determining time and progress, regularly updating progress, and when completed, making acceptance records and handing over for use. At the same time, removing difficulties and obstacles regarding residential land for households.

From 2021 to present, more than 4,000 households (in the category of temporary and dilapidated houses) have been supported with land use right certificates according to regulations. Particularly from July 2024 to present, more than 1,300 households have had their difficulties resolved and been granted land use right certificates. In addition, Thai Nguyen has closely followed up and promptly propagated and mobilized to help these households escape poverty sustainably and improve their lives... - Comrade Secretary of Thai Nguyen Provincial Party Committee Trinh Viet Hung emphasized.

In his concluding remarks at the Conference, Prime Minister Pham Minh Chinh highly appreciated the efforts of all levels, sectors and localities in the process of eliminating temporary and dilapidated houses for the people in the past time. The Prime Minister requested that localities review to evaluate and promote the achieved results, and find solutions to overcome difficulties. In particular, the support for eliminating temporary and dilapidated houses for families of martyrs and relatives of martyrs must be completed before July 27; families with meritorious services to the revolution must be completed before September 2. At the same time, the Prime Minister requested that media agencies strengthen propaganda to replicate good models and good practices in eliminating dilapidated and temporary houses in localities.
