This afternoon - February 19, at the Provincial Party Committee Hall, the Provincial Party Committee Standing Committee held the 29th Provincial Party Committee Conference (non-regular) to adjust and supplement Plan No. 178 dated July 16, 2024 of the Provincial Party Committee on organizing congresses of Party cells and Party committees at all levels in the Provincial Party Committee towards the 14th National Congress of the Party; consider issuing the draft Action Program to implement Conclusion No. 121 dated January 24, 2025 of the 13th Party Central Committee on summarizing Resolution No. 18 dated October 25, 2017 of the 12th Party Central Committee and Conclusion No. 126 dated February 14, 2025 of the Politburo and the Secretariat on a number of contents and tasks to continue to arrange and streamline the organization and apparatus of the political system in 2025; thoroughly grasp a number of Central documents and decide on a number of other important contents within its authority.
Attending and chairing the Conference were comrades: Tran Huy Tuan - Secretary of the Provincial Party Committee; Ta Van Long - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Tuan Anh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; representatives of Party Committees and the Central Party Office; comrades of the Standing Committee of the Provincial Party Committee, members of the Provincial Party Executive Committee.
Speaking at the opening of the Conference, Secretary of the Provincial Party Committee Tran Huy Tuan emphasized that, regarding the draft Action Program to implement Conclusion No. 121 dated January 24, 2025 of the Party Central Committee and Conclusion No. 126 dated February 14, 2025 of the Politburo , up to now, with the spirit of "running while lining up", fast but tight, cautious, methodical, the plan to reorganize and streamline the province's apparatus has been effectively implemented, meeting the set goals, requirements, and progress; many contents have been completed; some contents have been completed to submit to the 21st session of the Provincial People's Council for resolution and approval for immediate implementation.
The Provincial Party Secretary requested the delegates to study and clarify further the difficulties and obstacles in the implementation process, and at the same time, contribute their opinions on the goals, tasks and solutions in the draft Plan, as a basis for the Provincial Party Standing Committee to receive, promulgate and organize implementation, contributing to building and perfecting the organizational apparatus of the provincial political system "lean, compact, effective, efficient and effective" in accordance with the direction of the Central Committee.
Regarding the adjustment and supplementation of Plan No. 178 dated July 16, 2024 of the Provincial Party Committee on organizing congresses of Party cells and Party committees at all levels in the Yen Bai Provincial Party Committee towards the 14th National Congress of the Party, the Provincial Party Secretary requested delegates to closely follow the reality, carefully study to give opinions on the proposed contents of adjustment and supplementation, ensuring compliance with regulations, suitable to actual conditions, so that the Provincial Party Committee Standing Committee can absorb, complete, promulgate and promptly organize implementation.
Regarding the Report of the Provincial Party Committee on the growth scenario for 2025, the Provincial Party Secretary requested delegates to give additional comments on the driving forces identified in the growth scenario; the report further clarifies difficulties, obstacles, recommendations and proposals related to their sectors, fields and localities so that the Provincial Party Committee on the People's Committee can absorb, complete, promulgate and effectively implement.
At the Conference, the leaders of the Provincial Party Committee's Organizing Committee presented the Report of the Provincial Party Committee Standing Committee on the Draft Action Program of the Provincial Party Committee to implement Conclusion No. 121-KL/TW dated January 24, 2025 of the 13th Party Central Committee on summarizing Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently; Report of the Provincial Party Committee Standing Committee on adjusting and supplementing a number of contents of Plan No. 178-KH/TU dated July 16, 2024 of the Provincial Party Committee on organizing congresses of Party cells and Party committees at all levels in the Yen Bai Provincial Party Committee towards the 19th National Congress of the Party.
Delegates passed the Resolution at the Conference.
Along with that, through the report of the Provincial Party Committee on the economic growth scenario in 2025 and a number of regulations, rules and conclusions of the Central Government.
With the spirit of urgent, serious and responsible work, the 29th Conference of the Provincial Party Executive Committee (non-regular) completed the proposed program; the Conference passed the resolution and closed the Conference.
In his closing speech at the Conference, Secretary of the Provincial Party Committee Tran Huy Tuan emphasized that regarding the draft Action Program to implement Conclusion No. 121 dated January 24, 2025 of the Party Central Committee and Conclusion No. 126 dated February 14, 2025 of the Politburo, the Standing Committee of the Provincial Party Committee was assigned to direct Party committees, agencies and units to focus on thoroughly grasping and leading the organization of effective implementation; the Provincial Party Committee urgently directed the completion of the contents and work of reorganizing and streamlining within the agencies and units under the People's Committees at the provincial and district levels according to the authority that the Standing Committee of the Provincial Party Committee concluded is currently not ensuring progress.
Provincial Party Secretary Tran Huy Tuan delivered a closing speech at the Conference.
The agencies and organizations after the reorganization must focus on completing the project of job positions of the new agencies and units and the plan for arranging cadres, civil servants, public employees, and workers of each organization, agency, and unit, and submit it to the competent authority for decision so that the organization can implement it according to the set roadmap. The evaluation, screening, and selection of those who will resign must be carefully analyzed and evaluated, linked to the goal of streamlining the payroll, restructuring, and improving the quality of cadres, civil servants, and public employees.
The comrade requested the Provincial Party Committee's Organizing Committee to urgently coordinate with the Provincial Party Committee's Propaganda and Mass Mobilization Committee to advise on the completion of the Project to merge Yen Bai Newspaper and the Provincial Radio and Television Station to establish the Yen Bai Provincial Press and Tradition Center in accordance with the spirit of Official Dispatch No. 34 dated February 17, 2025 of the Central Propaganda and Mass Mobilization Committee. Urgently review, amend and supplement the regulations, working procedures and working principles to ensure that the apparatus after the arrangement and consolidation operates better than the old apparatus, is truly "upgraded", "upgraded" and "serves the people".
Regarding the content of adjusting Plan No. 178 dated July 16, 2024 of the Provincial Party Committee on organizing congresses of Party cells and Party committees at all levels in Yen Bai Provincial Party Committee towards the 14th National Congress of the Party, the Provincial Party Secretary requested to thoroughly grasp and seriously implement the directions, instructions and plans of the Central and the province, ensuring the completion of the dual task of successfully organizing the congress and completing the political task of 2025. Party committees at all levels focus on directing the completion of necessary conditions to ensure the progress of completing the organization of Party congresses at all levels for the 2025-2030 term according to regulations.
Pay attention to carefully preparing personnel plans for congresses at all levels in the context of both organizing congresses and streamlining the organization and apparatus. Focus on doing a good job of reviewing, selecting, and arranging cadres after the arrangement, linked to the congress personnel plan to ensure fairness and objectivity in the spirit of "from selecting people", retaining capable cadres, and preventing "brain drain".
Regarding the economic growth scenario in 2025, Provincial Party Secretary Tran Huy Tuan requested to thoroughly grasp and synchronously, resolutely and effectively implement the resolutions, conclusions and directions of the Central Government and the province issued in 2025; proactively handle work according to authority, continue to promote decentralization, resolutely and strictly handle cases of shirking and avoiding responsibility in performing assigned political tasks. Focus on implementing 3 strategic breakthroughs, especially infrastructure breakthroughs; speed up the progress of key projects and works to create momentum for growth in 2025.
Focus on urgently completing investment preparation work for projects that have been allowed to prepare investment proposal reports, expected to start construction in 2025. Pay attention to improving the quality of education and training, developing human resources; strengthen links with businesses in vocational training and job creation. Expand and effectively implement policies to support sending workers to work abroad, increase people's income. Take full and timely care of social security and welfare, improve the quality of poverty reduction, material and spiritual life and happiness index of people, leaving no one behind.
Particularly urgently study, adjust and supplement Action Program No. 246 of the Provincial Party Committee on leading the implementation of political tasks in 2025 to ensure the completion of the set growth target.
