Ministries, ministerial-level agencies, and government agencies must complete the project on restructuring, merging, consolidating, and streamlining their internal apparatus and send it to the Ministry of Home Affairs before January 15.
Minister of Home Affairs Pham Thi Thanh Tra signed and issued a supplementary report, completing the plan to arrange and streamline the Government 's organizational apparatus and sending it to the Government's Steering Committee to summarize the implementation of Resolution 18.
In the report, the Ministry of Home Affairs proposed specific timelines for completing tasks related to streamlining the apparatus of ministries and branches under the Government.
Specifically, ministries, ministerial-level agencies, and government agencies must complete the project on restructuring, merging, consolidating, and streamlining their internal apparatus (with a draft Decree stipulating the functions, tasks, powers, and organizational structure of their ministries and branches), and send it to the Ministry of Home Affairs before January 15.
For 6 ministries and branches including the Government Office, Voice of Vietnam , Vietnam Television, Vietnam News Agency, Vietnam Academy of Social Sciences, Vietnam Academy of Science and Technology, proactively submit to the Government (or submit to the ministry managing the branch to submit to the Government with the Government's agencies) the draft Decree stipulating the functions, tasks, powers, and organizational structure of their agencies for the Government to promulgate and promptly announce before January 20.
For the remaining 14 ministries and branches, including: Ministry of Finance, Ministry of Construction, Ministry of Agriculture and Environment, Ministry of Science and Technology, Ministry of Home Affairs (after merger); Ministry of Ethnic Minorities and Religions; Ministry of Industry and Trade; Ministry of Justice; Ministry of Culture, Sports and Tourism; Ministry of Foreign Affairs; Ministry of Education and Training; Ministry of Health; State Bank; Government Inspectorate, proactively complete the draft Decree stipulating the functions, tasks, powers, and organizational structure of their agencies, submit it to the Government for promulgation immediately after the Party Central Committee has concluded so that after the extraordinary session of the National Assembly (scheduled from February 12 to 17), the Government will promulgate the Decree.
The Ministry of Public Security and the Ministry of National Defense shall implement the decision of the Politburo.
The Ministry of Home Affairs requested the Ministry of Finance to urgently complete the dossier to amend and supplement the Law on Management and Use of State Capital Invested in Production and Business at Enterprises, and report to the Government for submission to the National Assembly for consideration and approval at the mid-February 2025 session.
The Ministry of Home Affairs also requested the Steering Committee of Resolution 18 of the Government to assign the Government Inspectorate to preside over and coordinate with relevant ministries and branches to continue researching, carefully assessing the impact and completing the project to rearrange the inspection agency system according to the streamlined administrative level, operating effectively and efficiently, and report to the Politburo on January 17.
The 15th Government is expected to have 14 ministries and 3 ministerial-level agencies.
According to the Ministry of Home Affairs, after the organization and streamlining of the 15th Government (term 2021 - 2026), there are 14 ministries, 3 ministerial-level agencies (reducing 5 ministries and branches); 5 agencies under the Government (reducing 3 agencies).
The 14 ministries include: Ministry of National Defense; Ministry of Public Security; Ministry of Justice; Ministry of Industry and Trade; Ministry of Culture, Sports and Tourism; Ministry of Foreign Affairs; Ministry of Education and Training; Ministry of Health; Ministry of Finance; Ministry of Construction; Ministry of Agriculture and Environment; Ministry of Science and Technology; Ministry of Home Affairs; Ministry of Ethnic Minorities and Religions.
3 ministerial-level agencies include: Government Office; Government Inspectorate; State Bank of Vietnam.
5 agencies under the Government include: Voice of Vietnam; Vietnam Academy of Science and Technology; Vietnam Academy of Social Sciences; Vietnam Television; Vietnam News Agency.
Implementing the principle of streamlining the Government's organizational apparatus, the Government Party Committee has directed the arrangement and streamlining of internal organizational units for agencies (except the Ministry of Public Security and the Ministry of National Defense according to the decision of the Politburo).
Specifically, 13/13 general departments and equivalent organizations will be reduced. 518 departments and equivalent organizations will be reduced (of which, 59 departments and equivalent organizations will be reduced under ministries and ministerial-level agencies, and 459 departments and equivalent organizations will be reduced under general departments).
Reduce 218 departments and equivalent organizations (of which, reduce 120 departments and equivalent organizations belonging to ministries and ministerial-level agencies, reduce 98 departments and equivalent organizations belonging to general departments). Reduce 2,958 branches and equivalent organizations.
Along with that, 201 public service units were reduced (including public service units not specified in the decree stipulating the functions, tasks, powers, and organizational structure of ministries, ministerial-level agencies, and government agencies).
