Tax agencies determined to launch 60-day campaign to support business households in converting

Implementing Official Dispatch 4948/CT-NVT, the Tax Department synchronously deploys Project 3389 and Plan 3352 on converting the model and method of tax management for business households after the abolition of lump-sum tax, with the goal of "Households understand - Households trust - Households convert", ensuring that 100% of households clearly understand the policy and convert smoothly.

To support business households in the transition period, in Project 3389, the Ministry of Finance requires that in 2025 and throughout 2026, the first year of abolishing lump-sum tax, tax authorities mobilize resources to directly support taxpayers at the grassroots level.

Implementing Project 3389, the Tax Department also issued Plan 3352 to direct tax authorities to establish working groups consisting of tax officials with good knowledge of policies and IT skills, whose task is to "hand-hold and guide" business households in declaring taxes for the first time, installing and using invoice and accounting software, and answering all on-site questions; at the same time, arrange support desks at markets and commercial streets to reach many business households.

It can be said that in the past few days, a bustling atmosphere has taken place in most tax agencies at all levels with the focus on deploying civil servants to the grassroots to support business households. This activity has spread the spirit of "non-stop weekends" to continue the journey of launching the 60-day and night campaign to eliminate lump-sum tax.

Typically, during the two days off on Saturday and Sunday, civil servants of the entire tax sector in Quang Tri province still maintained serious work, slogans were hung everywhere, with a spirit of unity and determination to complete the 60-day campaign to convert households from contracting to declaration.

The responsible working atmosphere is demonstrated at the 4th Tax Department under Quang Tri Provincial Tax with the determination to reform, improve transparency and fairness in tax obligations with the goals of: (i) Directly propagating to business households; (ii) Guiding tax declaration in accordance with regulations; (iii) Supporting registration and use of electronic invoices; Solving difficulties and problems right at the facility.

At Tax Base 5 of Ha Tinh Province Tax, the civil servants here set the goal: "60 days of action, determination for successful transformation". Accordingly, the unit simultaneously launched with a spirit of urgency and determination, implementing Plan 3352. This peak period of Ha Tinh Province Tax marked an important turning point, demonstrating the strong will to act and the highest determination of the entire unit in the task of transforming, making transparent and modernizing tax management work through closely following the motto: "Holding hands to show work", "Going to every alley, knocking on every household".

Accordingly, the teams will go to business households to propagate and guide them to create and submit electronic declarations, use the eTax Mobile application, survey opinions and directly answer any questions.

At Nghe An Provincial Tax Department, with the spirit of devoting all their efforts to taxpayers, the 8 Provincial Tax Departments of Nghe An are determined to successfully implement the 60-day Campaign, contributing to promoting a transparent - modern - sustainable business environment.

Accordingly, the unit proposed 6 implementation principles, including: (i) Data inheritance; (ii) Pre-support - post-monitoring; (iii) Clear focal point - clear responsibility; (iv) No additional costs; (v) Key communication; (vi) Transparency and consistency.

Launching the emulation movement "60 peak days"

In Ho Chi Minh City, the emulation movement to implement the Plan "60 peak days of converting the model from lump-sum tax to declaration for business households" at all 29 tax establishments under the Ho Chi Minh City Tax Department was officially launched.

At the launching ceremony, the Ho Chi Minh City Tax Board emphasized the highest determination in completing the conversion of 100% of business households paying lump-sum tax to declaring on schedule, ensuring quality and efficiency. At the same time, directed the communication department to coordinate with local Tax agencies to strengthen propaganda and dissemination of new policies through the press, social networks and industry communication channels.

The active participation of all 29 Tax Departments under the Ho Chi Minh City Tax Department has spread the spirit of urgency and responsibility in the 60-day Campaign to support business households in converting.

To specify the goal, Ho Chi Minh City Tax Department issued Plan No. 1145/KH-TPHCM dated October 22, 2025 on implementing the Project "Converting the model and method of tax management for business households when eliminating lump-sum tax"; Plan No. 1039/KH-TPHCM dated November 5, 2025 on implementing "60 peak days of converting the model from lump-sum tax to declaration for business households".

Accordingly, the unit aims to convert 345,493 business households that pay lump-sum taxes to the declaration form, with a series of key tasks: reviewing and standardizing business household data, identifying groups eligible for conversion or encouraging conversion to the enterprise model. Guiding the "one-touch" process, promoting direct and mobile support points at traditional markets and commercial streets, helping business households easily carry out declaration procedures.

Ho Chi Minh City Tax Department has also requested 29 local tax agencies to coordinate with technology solution providers and support services to directly accompany business households in the process of converting from lump-sum tax to declaration, ensuring progress and effective implementation throughout the area.

At the same time, Ho Chi Minh City Tax has signed and requested organizations providing electronic invoice services to continue to commit to supporting the exemption and reduction of service fees from 6 months to 1 year for business households implementing invoices generated from cash registers.

In addition, the unit also established support groups for business households in the local Tax areas, including City Tax Leaders, Local Tax Leaders and set up hotlines to directly support difficulties and problems of business households during the conversion process.

Accompanying and implementing synchronously

At Cao Bang Provincial Tax Department, implementing the direction of the Cao Bang Provincial People's Committee and the Tax Department, the unit issued Plan No. 2020/KH-CBA to launch "60 peak days of converting the model from lump-sum tax to declaration for business households". The peak period was deployed synchronously throughout the province from November 1 to December 30, 2025, focusing on areas with many lump-sum business households, traditional markets, commercial streets and bustling trading areas with the main goal of propagating and supporting business households and individuals to clearly understand the benefits of conversion, proactively apply the method of declaration, registration and use of electronic invoices and invoices from cash registers.

In addition to ensuring that 100% of eligible households are converted, Cao Bang Provincial Tax Department will resolve all taxpayers' questions within 24 hours, and provide direct and online guidance via channels such as Etax Mobile, chatbot, hotline, Zalo and Facebook Fanpage.

According to the leader of Cao Bang Provincial Tax, the consistent motto of action is "Clear focal point - Clear responsibility - No additional costs - Transparent, unified", helping taxpayers declare and pay electronic taxes easily, completely free of charge. At the same time, the unit strengthens coordination with departments, branches, sectors, and People's Committees at all levels to unify policies, promote digital transformation and build an integrated database to serve tax management.

During these days, nationwide, small traders and business households in traditional markets and commercial streets have witnessed images very different from normal, that is groups of tax officials in serious uniforms along with young people wearing orange-yellow T-shirts with the MISA logo spreading to each stall and shop of small traders to enthusiastically guide people on how to convert and use the MISA eShop software application.

In addition to continuing to improve the information technology infrastructure, supporting taxpayers and business households to declare and pay taxes electronically conveniently and transparently, and strengthening the monitoring of electronic invoices, reviewing data to avoid missing unregistered business households, tax declarations, etc., the tax sector is closely coordinating and signing cooperation agreements with units providing electronic invoice services and tax consulting services to support business households in deploying electronic invoice applications and accounting software.

Typically at this time, with the pioneering spirit and commitment to the community, right after the signing ceremony of the cooperation agreement with the Tax Department, MISA announced a program to give away free MISA eShop software to 2 million business households to support the transition to the declaration method.

Based on the direction in Official Dispatch No. 17142/BTC-CT of the Ministry of Finance, the entire tax sector is strengthening coordination with local authorities to direct tax management for business households and individuals when eliminating lump-sum tax from January 1, 2026 and closely coordinating with media agencies to propagate and disseminate policies, helping people understand the benefits of the declaration model - an important step towards a modern, fair and sustainable tax management.
