The State Steering Committee for important national programs, works and projects in the energy sector (Steering Committee) worked with the People's Committee of Dong Nai province and Vietnam Electricity Group (EVN) to remove difficulties and obstacles in implementing the Tri An Hydropower Plant Expansion Project and the group of 5 grid projects to relieve capacity of Nhon Trach 3 and 4 Thermal Power Plants.
Site clearance progress is still slow.
The Tri An Hydropower Plant Expansion Project started construction on August 19, 2025. Currently, Power Project Management Board 3 (EVNPMB3) is implementing a series of construction items with the goal of completion by the end of 2027.
However, compensation, support and resettlement work is still slow, only reaching about 73% of the approved plan volume and only about 23% of the area has been handed over, directly affecting construction progress.

Since August 26, the joint venture contractor has had to temporarily stop construction of the entire site due to lack of land, especially the dumping area. Although the People's Committee of Dong Nai province has held many meetings to direct and issue conclusion notices No. 277/TB-UBND and 304/TB-UBND in October 2025, up to now, some locations of items on the critical path such as the water intake area, pressure pipeline, dumping site, two ends of Hieu Liem bridge... have not been able to resume construction.
At the meeting with the State Steering Committee for important national programs, works and projects, key energy sector and the People's Committee of Dong Nai province, Mr. Pham Hong Phuong, Deputy General Director of EVN, proposed that the Provincial People's Committee direct the locality to complete the handover of the entire site in November 2025 to ensure project progress.
Besides, for the synchronous grid projects to release capacity of Nhon Trach 3 and 4, EVN also encountered many difficulties in site clearance.
Specifically, the Nhon Trach 3 220 kV Line Project - Long Thanh 500 kV Station still has 21/87 pole foundation positions that have not been handed over; the Nhon Trach Industrial Park 220 kV Transformer Station Project and connection still has 2 households that have not agreed to receive money and hand over the construction site for an area of 8,727.5 m2; while the Nhon Trach 3 220 kV Line Project - My Xuan - Cat Lai branch and the Nhon Trach 4 500 kV Line Project - Phu My - Nha Be branch have not yet had their compensation and resettlement plans approved.

EVN Deputy General Director Pham Hong Phuong said that EVN and its affiliated units have focused on mobilizing human resources and equipment, and closely coordinated with localities to implement the project, but if the site is not handed over in time, the risk of affecting the overall progress is very high.
Therefore, EVN leaders also requested the People's Committee of Dong Nai province to resolutely direct relevant localities and units to promptly complete site clearance compensation work, create favorable conditions for continuous construction, and ensure the progress of projects according to the plan assigned by the Prime Minister .
For projects that are still stuck in compensation procedures, it is recommended that the Provincial People's Committee direct localities to promptly complete and approve compensation plans for site clearance to pay money to affected households.
Strive to complete handover of site before November 15
According to Vice Chairman of Dong Nai Provincial People's Committee Ho Van Ha, the progress of handing over the project's site is slow compared to the Central Government's requirements. If it continues to be prolonged, it will greatly affect the construction progress and socio -economic development of the province.
"In the past, the province has held many meetings, directly gone to the grassroots, increased human resources to support the locality, but up to now, it still exists in some public land plots," Vice Chairman Ho Van Ha said, adding that the Provincial People's Committee has assigned the Party Committee of the People's Committee of Tri An commune to direct continued mobilization and dialogue with households that have not agreed, and at the same time prepare a plan for enforcement according to regulations.

For the group of 5 grid projects to release capacity for Nhon Trach 3 and 4 Power Plants, Dong Nai province leaders requested localities to urgently resolve problems related to site clearance. Every week, investors and localities send progress reports and arising problems to the Provincial People's Committee through the Department of Industry and Trade for timely direction and resolution.
Previously, Deputy Prime Minister Bui Thanh Son, Head of the Steering Committee, assigned Dong Nai province to hand over the entire site of the Tri An Hydropower Plant expansion project before October 15, 2025, and in October to hand over the site to ensure the progress of energizing the projects to release capacity of Nhon Trach 3 and 4 Power Plants.
However, it is now November and both of these tasks are behind schedule.
Mr. Hoang Trong Hieu, Deputy Chief of the Steering Committee Office, said that Dong Nai is a locality with many key national energy projects. Delays in completion not only increase investment costs and reduce project efficiency, but also affect national energy security. Therefore, the province needs to identify focusing on removing obstacles in land clearance as an important task, contributing to ensuring local socio-economic development and ensuring national energy security.
In this direction, for the Tri An Hydropower Plant expansion, the province directs the commune and units to hand over the site as soon as possible, no later than November 15. Similarly, for the projects to clear the capacity of Nhon Trach 3 and 4 Power Plants, the site must be completed before November 15.
At the same time, EVN closely coordinated with the locality in the process of propaganda, mobilization, and payment to households; provided complete documents for the locality to complete legal procedures; directed the contractor to speed up the construction progress as soon as the site was available; if any problems arose, promptly reported to the provincial leaders.
