
Hong Long Restaurant ( Lao Cai City) has been using electronic invoices generated from cash registers for 3 years now. At first, it was confusing, but after a few operations, the restaurant manager got used to how to use it. Ms. Luu Thi Huong, Manager of Hong Long Restaurant shared: "I find using invoices generated from cash registers convenient for both the restaurant and the customers. If previously having to write invoices by hand was inconvenient, now using electronic invoices generated from cash registers helps the restaurant save a lot of time."
Three days before the time stipulated in Decree 70 officially took effect, Bien Ly rice milling facility (Lao Cai city) installed a cash register to be able to use electronic invoices generated from here. Each year, the facility exports 400 - 500 tons of rice to the market. With the propaganda, mobilization and guidance of the tax authority, the use of electronic invoices generated from the cash register of the rice milling facility has initially been basically favorable.

Ms. Nguyen Thi Trang Nhung, owner of Bien Ly rice business, said: Implementing Decree 70/2025/ND-CP, which stipulates that business households with revenue of more than 1 billion VND/year must use electronic invoices generated from cash registers with data connection to tax authorities, is an important step forward in modern and transparent tax management. To support business households like us, the tax authority has implemented many solutions such as propaganda, training, distributing easy-to-understand instruction documents, and setting up direct instruction points for business households.

Decree 70/2025/ND-CP stipulates that business households and individuals with a revenue of VND 1 billion/year and enterprises that sell goods and provide services directly to consumers (consumer goods, food and beverage, restaurants, hotels, entertainment, etc.) are required to use electronic invoices generated from cash registers. Other sectors are encouraged to use them.
Lao Cai City is the locality with a large number of business households registering to use electronic invoices generated from cash registers (332 households have registered). Although initially some households were hesitant and worried about changing their thinking in business activities, the tax authority provided timely support, helping households quickly resolve difficulties when using electronic invoices generated from cash registers.
Ms. Dong Thi Thanh Ha, Deputy Head of the Lao Cai - Muong Khuong Inter-District Tax Team, said: In order to effectively and smoothly implement Decree No. 70, the unit has organized propaganda and dissemination of regulations on official digital platforms; classified business establishments and taxpayers and invited them to conferences to disseminate the decree and answer questions; at the same time, it is the focal point connecting service providers with taxpayers, and announcing the phone numbers of civil servants ready to support taxpayers.
"To change the business mindset of households towards professionalism and transparency, there will be certain initial difficulties, but with support and guidance from tax authorities, barriers in mindset will be removed, towards the roadmap of completely eliminating lump-sum tax by 2026," Ms. Dong Thi Thanh Ha emphasized.

Cash registers will now replace handwritten invoices or notebooks. Creating invoices after each sale is a big step forward to help make revenue transparent, accurate and facilitate tax declaration. The tax industry has coordinated with technology units to perfect sales management software and electronic invoices to connect data quickly and accurately.
The synchronous implementation of new regulations under Decree No. 70 is not only a requirement to comply with the law but also an opportunity for business households to improve their professionalism and transparency in financial activities. This is a step demonstrating the Government 's determination to build a modern, fair and sustainable business environment.
