Based on the provisions of law, the National Assembly and the Government have stipulated that the health insurance contribution rate is 4.5% of salary, pension, disability allowance, unemployment allowance or basic salary, based on the socio -economic development conditions of the country and the contribution capacity of the State, enterprises, employees and people. To encourage and support people to participate in health insurance, the Government has issued specific policies.
According to Decree No. 146/2018/ND-CP dated October 17, 2018 of the Government detailing and guiding measures to implement a number of articles of the Law on Health Insurance, amended and supplemented by Decree No. 75/2023/ND-CP dated October 19, 2023 of the Government and Law No. 51/2024/QH15 of the National Assembly amending and supplementing a number of articles of the Law on Health Insurance, the contribution levels and support for health insurance contributions have been prescribed for groups of subjects such as meritorious people, the poor, the near-poor, ethnic minorities, people living in areas with particularly difficult economic conditions, agricultural , forestry, fishery and salt-making households with average living standards.
For subjects not receiving salaries from the state budget, if not included in the above subjects, citizens can participate in family health insurance to enjoy a gradually decreasing contribution rate according to the provisions of the Law on Health Insurance as follows: the first person pays 4.5% of the basic salary; the second, third, and fourth persons pay 70%, 60%, and 50% of the first person's contribution rate, respectively; from the fifth person onwards, the contribution rate is 40% of the first person's contribution rate.
In addition, at Point b, Clause 3 of Decree No. 75/2023/ND-CP dated October 19, 2023, the Government stipulates that the People's Committees of provinces and centrally run cities may, based on the local budget capacity and other legal funding sources, submit to the People's Councils of provinces and cities to decide on a level of health insurance contribution support higher than the minimum support level for the prescribed subjects, and at the same time provide additional support for subjects not eligible for support under current regulations, including low-income people, workers without contracts, domestic workers and housewives who have difficulty in continuously participating in health insurance.
With a relatively complete range of health insurance benefits, the current health insurance premium is considered low compared to countries with similar socio-economic development conditions. The Ministry of Health hopes that voters will understand and support the health insurance policy of the Party and State, and actively participate in health insurance to ensure financial security in case of illness or disease.
