Central provinces propose additional capital to upgrade many national highways

Disbursement of public investment capital is still difficult

On October 11, in Quang Nam, Permanent Deputy Prime Minister Nguyen Hoa Binh worked with the provinces of Thua Thien Hue, Quang Nam, Quang Ngai, Binh Dinh and Da Nang City on promoting disbursement of public investment capital in 2024.

The delegation included Deputy Minister of Transport Nguyen Danh Huy and leaders of central ministries and branches.

At the meeting, Deputy Minister of Planning and Investment Do Thanh Trung said that the total state budget capital plan for 2024 assigned by the Prime Minister to the provinces of Working Group No. 1 ( Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan) is more than 55 trillion VND.

Localities have allocated more than 53 trillion VND in detail for tasks and projects. Of the 5 localities attending the meeting, only Quang Nam province has not completed the detailed allocation of 100% of the plan with a capital of more than 442 billion VND.

According to Deputy Minister Do Thanh Trung, 5 localities are facing difficulties in disbursing public investment capital in 2024 due to site clearance work, the newly issued Land Law, and many projects have to recalculate site clearance costs.

In addition, the project management capacity of the investor and the project implementation capacity of the contractor are also the reasons for the slow disbursement of public investment capital.

Deputy Minister Nguyen Danh Huy said that the Ministry of Transport strongly supports the proposals of localities to invest in inter-provincial routes.

In addition, projects using ODA capital and preferential loans from foreign donors also face difficulties because when it is necessary to adjust the project, extend or adjust the Loan Agreement, they must comply with the provisions of the Government's Decrees related to borrowing and amending Loan Agreements.

Proposal to invest in many key transport projects

According to the leader of the Ministry of Planning and Investment, some localities have proposed policies to implement new projects that are not yet included in the medium-term public investment plan for the 2021-2025 period.

Accordingly, Quang Nam province proposed that the Ministry of Transport pay attention to allocating capital to invest in projects in the area such as: National Highway 1; National Highway 14D; National Highway 14G; National Highway 14B; National Highway 40B; National Highway 14H.

Binh Dinh province proposed to consider and report to competent authorities for the policy of supporting localities in implementing the construction of the Quy Nhon - Pleiku expressway.

Da Nang City proposed to consider adding the project to upgrade and expand National Highway 14G (section from National Highway 14B to Lam Quang Thu Primary School) to the list of national highway and expressway projects passing through localities, assigning the provincial People's Committee as the managing agency and using investment capital from the local budget.

Quang Nam proposed that the Ministry of Transport pay attention to allocating capital to invest in upgrading National Highway 14D.

According to Deputy Minister of Transport Nguyen Danh Huy, the proposals of localities to upgrade national highways managed by localities are correct and necessary. However, in the context of limited resources, this is very difficult.

Regarding the investment in inter-provincial routes as proposed by Quang Ngai and Quang Nam provinces, Deputy Minister Nguyen Danh Huy said that the Ministry of Transport fully supports. If the localities have resources, the Ministry of Transport will also balance to support.

Speaking at the meeting, Deputy Prime Minister Nguyen Hoa Binh said that public investment is one of the driving forces for socio-economic development.

However, the current disbursement of public investment capital is still slow, while the Government and the Prime Minister set a requirement to strive to achieve a public investment disbursement rate of over 95% of the assigned plan for the whole year of 2024.

The Deputy Prime Minister requested that localities must clearly identify and be aware of their political responsibilities in directing and promoting the disbursement of public investment capital, and must be more determined in overcoming the limitations in disbursement of public investment capital in recent times.

The Deputy Prime Minister requested localities to closely follow the viewpoints and directions of the Government and the Prime Minister in strengthening discipline and order, promptly removing bottlenecks and obstacles, and promoting disbursement of public investment capital.

At the same time, pay attention to speeding up the progress of site clearance for projects, doing a good job of resettlement, focusing on key local projects.

Continue to focus on effectively implementing measures to remove difficulties and obstacles related to the supply of raw materials for construction projects, implement measures to effectively control the prices and quality of construction materials...

According to the Ministry of Planning and Investment, the total public investment plan from the State budget in 2024 decided by the National Assembly and the National Assembly Standing Committee to allocate to ministries, central and local agencies is more than 677 trillion VND.

By September 30, 2024, ministries, central and local agencies had allocated and detailed more than 665 trillion VND for tasks and projects, reaching 98.1% of the plan assigned by the Prime Minister.
