Cases eligible for preferential air service prices from January 1, 2025

In the Circular regulating the mechanism and policies for managing domestic air transport service prices and specialized aviation service prices issued by the Ministry of Transport, effective from January 1, 2025, many cases are given preferential treatment for aviation services.


Accordingly, for pilot training flights (not combined with commercial exploitation) in Vietnam, there will be no fee for using flight operations services for departures, arrivals, takeoffs and landings of aircraft in the first 36 months from the date the training facility conducts the first pilot training flight (not combined with commercial exploitation).

Airlines operating regular international flights, or airlines entering the air transport market for the first time, will have preferential prices for aircraft take-off and landing services.

For Vietnamese airlines entering the air transport market for the first time, the price is 50% of the price for aircraft take-off and landing services and flight management services as set by the Ministry of Transport. The applicable period is 36 months from the date of commencement of operation.

Airlines operating regular international flights to and from Vietnam at a time when no other airlines have operated regularly for at least 12 months prior also enjoy various preferential prices.

Specifically, at Noi Bai, Tan Son Nhat and Da Nang international airports, the price will be 90% of the price for aircraft take-off and landing services and flight management services as set by the Ministry of Transport. The applicable period is 12 months from the date of commencement of operation.

Meanwhile, the price applied is 50% of the price frame regulated at other airports and applied for 24 months from the date of commencement of operation.

In case an airline is subject to multiple incentive levels, the highest incentive level will be applied.

In particular, airlines with total payment for service usage recorded on monthly invoices separate services provided for international flights, domestic flights of aircraft take-off and landing services and flight operations in and out are entitled to preferential rates according to service prices recorded on payment invoices. The average preferential rate is from 1.5-5%.
