How to re-issue Social Insurance book via VssID application

What is Social Insurance Book (SI)?

According to Article 96 of the Law on Social Insurance 2014, a social insurance book is a type of book issued to each employee to monitor the payment and enjoyment of social insurance regimes, and is considered the basis for resolving social insurance regimes according to the provisions of this Law.

The social insurance book helps record personal information, social insurance payment history and benefits that employees are entitled to. Each employee is only issued 1 social insurance book to monitor throughout their own social insurance payment process.

According to the provisions of the Social Insurance Law 2014, employees are responsible for keeping and preserving their social insurance books.

However, in reality, due to concerns about loss during the process of employees self-preserving their social insurance books, most social insurance books are currently kept by employers. This helps employees avoid losing or damaging their books; at the same time, it helps employers conveniently carry out procedures to receive benefits for employees.

How to re-issue social insurance book via VssID application

In case the paper social insurance book is lost, damaged or personal information changes, citizens can request a reissue of this book through the VssID application.

VssID is an application developed by Vietnam Social Security, allowing users to store and look up information about their participation in social insurance and health insurance.

Follow these steps:

- Activate and log in to the VssID application on your smartphone.

At the interface that appears, select "Public services" in the menu below, then select "Reissue social insurance book without changing information" in case you want to reissue social insurance book with existing information, or "Reissue social insurance book due to change of information" in case you change information when paying insurance.

- In case of selecting "Reissue social insurance book without changing information", in the interface that appears, click "Via postal service" in the "Address to receive results" section, then fill in the address where you want to receive the social insurance book. This will allow citizens to receive the social insurance book via post sent to their home address.

After filling in all the information, click the "Submit" button.

Wait a moment, an OTP code will be sent to the email address you used to register with the Social Security agency.

Users enter the OTP code and click the "Confirm" button to send a request to reissue the social insurance book on the VssID application.

Note: In case you do not receive an email containing the OTP code, users should check the email in the "Spam" folder because it is likely that the email containing the OTP code was mistakenly filtered here.

- If you choose "Reissue social insurance book due to information change", in the interface that appears, you declare the latest personal information and click the "Submit" button. Next, enter the OTP code sent to the email address and click the "Confirm" button.

Thus, you have completed the steps to submit a request to reissue a paper Social Insurance book via the VssID application.

The maximum time to process the re-issuance of a social insurance book is 10 working days from the date the Social Insurance Agency receives the request. In case the application is not processed, the Social Insurance Agency must send a notice and clearly state the reason for rejecting the application to the user.
