Improving the lives of people in the mountainous district of Da Bac

Vay Nua is a lake commune of Da Bac district with 3 ethnic groups living together, of which the Muong ethnic group accounts for 42.3%, the Dao ethnic group 54%. The commune focuses on propagating and implementing ethnic policies; coordinating to solve issues of residential land, production land, supporting economic development, and investing in infrastructure. Comrade Dinh Thanh Phu, Secretary of the Vay Nua Commune Party Committee, said: Policies, programs, and investment projects to develop infrastructure, support production, and improve livelihoods are creating great changes in the locality. Traffic infrastructure, schools, and medical stations are being invested to better meet the needs of the people. Livestock has developed stably. Through ethnic programs, projects, and policies, the commune's poverty rate has decreased by 2-3% annually, to date there are 204 poor households and 187 near-poor households.

Recently, Da Bac district has proactively coordinated with functional sectors to support and care for the lives of ethnic minority people such as: implementing infrastructure investment projects, supporting production development, implementing ethnic policies, national target programs; supporting the resolution of the shortage of residential land, housing, production land, and domestic water. Thereby, gradually improving the quality of life, increasing income, and promoting local socio-economic development.

In the period of 2021-2025, Da Bac district will implement the National Target Program on socio-economic development for ethnic minorities and mountainous areas with a total capital of over 484 billion VND. Up to now, 100% of roads to commune centers, 99% of roads to hamlets, 84% of hamlet roads, 79% of alley roads and 50% of main roads in the fields have been paved. The medical station system has been built quite spaciously, 15/17 communes have met the national criteria for health. The propaganda work on new rural construction continues to be effective and spread among the people. The district has effectively implemented poverty reduction policies, especially policies to support housing construction, livelihood support, vocational training, job creation, etc.

Comrade Luong Van Thi, Chairman of the People's Committee of Da Bac district, said: In 2024, the district will receive infrastructure investment from additional targeted provincial capital sources, central budget capital, capital from national target programs, capital from the Project on stabilizing population and developing socio-economic areas of the Da River resettlement area... with a total planned capital of over 450 billion VND. Investment resources have contributed to completing infrastructure, many roads from the district center to remote communes have been hardened, improving trade, developing production, contributing to changing the appearance of the district. The lake area has also formed many models of linking the development of aquatic resources, bringing good income to the people. Many businesses have boldly invested in building the Da River fish brand. The district's poverty rate will decrease from 41.56% in 2021 to 18.09% in 2024, and per capita income will increase from 29.8 million VND to 45.2 million VND.

However, Da Bac is still a poor district in the province and the whole country. According to the multidimensional poverty standard for the period 2022-2025, the total number of poor and near-poor households in the district is 50.38%. These households not only have low incomes, but also lack access to basic social services such aseducation , health care, housing, and information. Recently, the Provincial Party Committee Standing Committee issued a thematic resolution, setting the goal of striving for Da Bac district to escape poverty by 2030.

Currently, Da Bac district is mobilizing investment resources to strive for socio-economic development, improve people's knowledge, and sustainably reduce poverty. In particular, calculating investment in infrastructure of Road 433, firstly building half of the route to the intersection of Enh - Giap Dat - Tan Pheo to meet the level 4 mountainous traffic standards according to the planning; investing in infrastructure of industrial zones and clusters, attracting investors to develop tourism, agriculture, and industry; preserving national identity to develop tourism.

Up to now, the district has achieved 17/22 targets of the Resolution of the District Party Congress for the 2020-2025 term, and the remaining targets are being strived for. The district is also striving to complete the target of providing clean water to Da Bac town by 2025. The Provincial People's Committee approved the socio-economic development project, bringing Da Bac district out of poverty by 2030. The district is mobilizing resources and policies to promote socio-economic development associated with sustainable poverty reduction. In particular, focusing on implementing key projects such as the Hoa Binh - Moc Chau expressway; Da Bac - Thanh Son town road, Vay Nua - Tien Phong; effectively implementing national target programs and ethnic policies to sustainably improve people's lives.
