Provincial People's Committee evaluates the implementation of socio-economic development tasks in the first 6 months

On the afternoon of May 29, Comrade Nguyen Van Toan, Permanent Vice Chairman of the Provincial People's Committee chaired the regular meeting of the Provincial People's Committee in May to assess the implementation of socio-economic development tasks in the first 6 months of 2025; progress of key projects and some other important contents.

Comrade Nguyen Van Toan, Permanent Vice Chairman of the Provincial People's Committee delivered a concluding speech at the meeting.

In the first 6 months of the year, the Provincial People's Committee resolutely directed the implementation of tasks and solutions to promote economic growth in order to strive to achieve the province's growth target of over 10% in 2025. The economic growth rate (GRDP) in the first 6 months is estimated at 9.99%. The state budget revenue in the area is estimated at 3,591 billion VND, equal to 64% of the estimate assigned by the Prime Minister, equal to 51% of the Resolution assigned by the Provincial People's Council, an increase of 10% compared to the same period in 2024. Industrial production continued to improve and maintain growth momentum; the industrial production index is estimated to increase by 20% over the same period last year. Agricultural production increased quite well. Investment promotion activities were promoted... The issue of people's health care and food hygiene and safety was focused on. The quality of education and training remained stable. National defense and security work was ensured.

Regarding key projects, the province has started 12 projects, including 5 projects using the state budget and 7 projects using non-budgetary funds. However, the projects have been delayed due to difficulties and obstacles in site clearance and investment procedures. For the 12 projects that have not started, the Provincial People's Committee has supported investors to continue implementing investment procedures, land procedures, environmental impact assessment, site clearance, etc., determined to start construction before August 30, 2025.

At the meeting, delegates pointed out the remaining problems and limitations and discussed key tasks and solutions in the coming time. In particular, focusing on solutions to increase budget revenue, disburse public investment capital and site clearance for key projects. At the same time, implementing the work of arranging local governments at 2 levels to ensure smooth operations after merging commune-level administrative units and ceasing district-level government activities.

Also at the meeting, delegates gave their opinions on the draft Project and Decision on transferring the Medical Centers of districts and cities under the People's Committees of districts and cities to the Department of Health; the Submission on the issuance of the Investment Promotion Program for 2025 and a number of other important contents.

Concluding the meeting, Comrade Nguyen Van Toan, Standing Vice Chairman of the Provincial People's Committee affirmed: The drastic direction and management of the Provincial Party Committee and the Provincial People's Committee have created positive changes in local socio-economic development, reflected in the economic growth index and state budget revenue in the first 6 months of the year both increasing compared to the same period in 2024. This is an important premise for the province to continue developing in the last months of the year.

To effectively implement the plans and scenarios for socio-economic development in the last 6 months of 2025, the Standing Vice Chairman of the Provincial People's Committee requested: Departments and branches to resolutely direct the implementation of key projects, especially projects about to start construction; strengthen inspection, supervision and timely removal of obstacles. Promote the disbursement of public investment capital, this is an urgent task and a criterion for assessing the level of task completion of departments, branches and localities. Focus on implementing national target programs, removing disbursement procedures to increase the disbursement rate. Continue to implement the program to eliminate temporary and dilapidated houses for households with housing difficulties, paying special attention to people with revolutionary contributions; districts and cities establish working groups to inspect and review the implementation process of the program to promptly resolve difficulties.

The Standing Vice Chairman of the Provincial People's Committee requested departments, branches and localities to pay attention to the work of merging commune-level administrative units and stopping the operation of district-level governments; well organizing the 10th grade entrance exam and high school graduation exam in the province; focusing on natural disaster prevention and response to climate change.
