'Any official who is afraid of responsibility and conflict should not work anymore'

TPO - The new Chairman of the People's Committee of Da Nang City, Pham Duc An, said that in implementing tasks, we need to focus on solutions and results instead of blaming objective causes. People who talk well but do not achieve results have not fulfilled their responsibilities or their capacity is not enough. Those who are afraid of responsibility and conflict should give way to someone with enough capacity to replace them.

Proposal to expand Chu Lai Open Economic Zone space

Chu Lai Open Economic Zone (KTM) has a total natural area of 27,040 hectares; Spatial orientation of functional areas includes: Industrial Parks (IPs), Duty-free Zones, Port and Logistics Zones, Concentrated Tourism and Service Areas, Urban Areas, Training Centers, High-Tech Agricultural Zones, Rural Residential Areas Associated with Craft Village Tourism Development, High-Tech Agricultural Production, etc.

Currently, 14 industrial parks have been established with a total area of 3,462 hectares, of which 7 have been put into operation, attracting 165 investment projects with a total registered capital of about 82,199 billion VND (equivalent to 3.23 billion USD), including 59 FDI projects and 106 domestic projects, the average occupancy rate of the industrial parks put into operation is over 59%.

In addition, there are groups of urban projects, coastal and riverside tourism services, etc.

The Management Board of the Economic Zone and Industrial Parks proposed to expand the space of Chu Lai Economic Zone to the south bank of Thu Bon River to form a new functional area, ensuring development space, making the most of advantages, attracting investment in developing key industries, tourism, services, entertainment, marine ecological urban areas; high-tech agricultural projects; scale of about 43,590 hectares.

At the meeting, leaders of departments and city leaders expressed their opinions, stating that this matter needs to be carefully studied and should not be rushed.

According to Mr. Tran Nam Hung, Vice Chairman of the People's Committee of Da Nang City, the industrial parks are currently only 59% full, with 3,000 hectares of unused land, so it is not necessary to expand the Chu Lai Open Economic Zone at present. Moreover, focusing on 5 main driving forces for development: Completing the silica project; developing Chu Lai airport into a 4F airport; Cua Lo channel project; gas-electricity project and focusing on developing coastal urban areas.

Focus on solutions and results, not reasons.

The Chairman of Da Nang City emphasized that Chu Lai Economic Zone possesses great potential as a development space, which will be an important driving force for the city's double-digit growth target.

The new Chairman of the People's Committee of Da Nang City acknowledged that the development of industrial zones is necessary but needs to be oriented towards a long-term vision, avoiding local and fragmented adjustments that will affect the overall planning in the future.

He said that investing in developing Chu Lai airport into a 4F airport, an international airport, a cargo and logistics transit center will help expand the core urban space of Da Nang to the south, creating space for industrial development while also freeing up land along the coast for tourism development.

The city's major orientations have been concluded by the Prime Minister and the General Secretary. The task now is not to discuss viewpoints but to concretize them into detailed steps and determine the order of priority for implementation. In particular, it is necessary to "assign" specific roles and responsibilities of individuals and positions, avoid stating causes but focus on solutions and results.

“It is not good for everyone to use documents to prove that they have completed their tasks. Do not state the reasons but think of solutions and results. No matter how well you talk, if you do not achieve results, you have not fulfilled your responsibilities or your capacity is not enough. Any cadre who is afraid of responsibility or conflict should stop working and let someone with enough capacity replace them,” the Chairman of Da Nang emphasized.
