Need a systematic strategy with highly innovative solution groups

Change from perspective to action
- The private economic sector is currently considered the leading important driving force for our country's growth. How do you evaluate the development of the private economy in recent times?
- Since the renovation period, our Party and State have recognized the position and role of the private economy in the policy of developing a multi-sector economy. Thanks to that, the private economy has continuously grown, becoming one of the main factors creating rapid economic growth.
In the past two decades, especially when the Politburo issued Resolution No. 9-NQ/TW in 2011 and the Central Committee issued Resolution No. 10-NQ/TW in 2017 on private economic development, this economic sector has risen strongly, becoming one of the leading important pillars of the economy and increasingly demonstrating itself as the most important driving force to promote national economic growth.
Notably, from 2010 to present, the development of the Party's theoretical thinking has created the basis for building and perfecting institutions, mechanisms, and policies for developing the private economy in Vietnam. Article 51 of the 2013 Constitution clearly stipulates that Vietnam's socialist-oriented market economy has many forms of ownership and many economic sectors; in which, the state economy plays a leading role; all economic sectors are important components of the national economy, equal, cooperative, and competitive according to the law.
In general, the mechanism and policies for private economic development have been continuously improved in recent times, thereby forming a common and unified legal framework on the establishment, organization and operation of business organizations.
Over the years, the private economy has created social products and services and participated in most economic activities, creating many jobs for society. However, the development of the private economic sector has not yet achieved some of the goals set out in Resolution No. 10-NQ/TW nor met our expectations and desires.
On the other hand, Vietnam's strategic goal by 2030 is to become a developing country with modern industry and high average income; by 2045, to become a developed country with high income. The time left to implement the strategic goal is not much, while the requirements are very high.
This reality requires a thorough re-orientation of viewpoints and perceptions throughout the political system on the role of the private economy as emphasized by General Secretary To Lam in the article "Private economic development - Leverage for a prosperous Vietnam". In this important article, the General Secretary gave focused, specific and clear instructions on the groups of tasks that need to be implemented in the coming time.

In the coming time, it is necessary to expand the scope of freedom of business according to the principle that "everyone has the right to freely do business in industries that are not prohibited by law" as stipulated in the 2013 Constitution. Specifically, it is necessary to narrow the list of prohibited businesses and conditional businesses for domestic and FDI enterprises; reduce inappropriate business requirements and conditions; abolish unnecessary and duplicate investment procedures; shorten the time to carry out procedures; limit deep intervention in production and business activities (1/500 detailed planning); build a registration mechanism instead of granting licenses...
In addition to changing the legal framework, it is also necessary to learn from the experiences of relevant countries to have an outstanding model to help institutionalize this freedom of business. The clear experience is shown in the specialized free trade zones and economic zones, where they promote the freedom of business that I call absolute.

- Obviously, the policy and orientation are already in place. The important thing is probably how to implement these groups of tasks and solutions to create changes in reality, sir?
- In the current context, it is evident that there is a great need for a specialized Resolution of the Politburo on the development of the private economic sector. In it, it is possible to include groups of solutions that inherit what we have previously proposed and are still suitable, but must be refined, possibly from the implementation and policy design stages. At the same time, there should be new solutions that are truly breakthroughs, suitable for the new context and new requirements for private economic development so that this sector can truly become an important driving force in economic development.
In my opinion, that resolution should have provisions allowing for increased autonomy, promoting initiatives and good practices at the local level in law enforcement; promoting local authority in handling administrative procedures... Consider allowing localities to immediately handle simple procedures that require quick processing or can be handled quickly (fast track); have the right to issue instructions and apply them locally in cases where regulations are unclear or not specific on the basis of best ensuring the interests of businesses.
Regarding planning, it is necessary to request the removal of unnecessary planning and redefine the role of planning in approving investment projects. Thoroughly handle cases of approving investment projects where planning is inconsistent or non-existent.
Regarding taxes, it is necessary to review and issue appropriate and fair tax rates to encourage business expansion; calculate correctly and fully the costs of business operations; apply taxes fairly according to the nature and scale of business regardless of business form or type. Minimize compliance costs regarding accounting and tax payment. Clear and easy-to-implement regulations to minimize risks in tax settlement, tax audit and inspection.
Promote innovation and creativity of enterprises in product and service design. Encourage the application of standards and regulations instead of licensing; encourage self-regulation management, and publish standards and regulations as minimum and necessary technical requirements. At the same time, effectively implement market management and maintain competition according to competition laws.
Need to focus on policies to support domestic private enterprise development
Proactively eliminate unnecessary procedures
- Recently, many policies to support the business community have been implemented. What issues need to be noted when developing and implementing policies to support businesses in the coming time?
- It can be seen that in the past, many policies to support businesses have been implemented, but the effectiveness is not high. Therefore, in the coming time, the authorities need to boldly review and abolish unnecessary and ineffective support policies; focus resources on effective policies, aiming to have no procedures when implementing policies to support businesses.
At the same time, it is necessary to change the policy to support the private economy in the direction of maximizing the market mechanism in implementing support measures, reducing policy bureaucracy to reduce the emergence of the mechanism of asking and giving. Maximizing private participation in support activities through allowing the establishment of financial service companies with mixed state and private capital, capital investment companies (capital groups) and profit and risk sharing mechanisms between the state and the private sector. Implementing policies on technical support, market research, improving business skills, connecting businesses, etc.
- In the article on the private economy, the General Secretary requested to continue to accelerate the completion of a full market economic institution, following the socialist orientation, modernity, dynamism and integration... How do you personally evaluate this direction?
- It is necessary to continue to accelerate the completion of a full market economy institution, following the socialist orientation. Because this is a prerequisite for the private economic sector to develop quickly and sustainably. To achieve this goal, I think it is necessary to continue implementing the current solutions, but the level of reform will be higher. Accordingly, in addition to removing and reducing barriers and administrative procedures, it is necessary to raise one more level, which is to proactively abolish unnecessary procedures to increase space, ensure business freedom and proactiveness of enterprises.
Regarding the method, I think we should learn from the precedents such as the process of abolishing business conditions and assigning this task to a government agency, the Ministry of Justice, an independent agency such as the establishment of a working group. They will proactively work and coordinate with relevant ministries and branches instead of assigning it to each ministry.
In the immediate future, it is necessary to immediately review, abolish and amend current regulations. Assign this to an independent, specialized agency such as the Ministry of Justice or establish a working group like Project 30 before. When drafting new legal documents, it is necessary to assess the impact on businesses; not to issue regulations that have a more adverse impact on businesses; have a suitable roadmap and support mechanism if the impact is more adverse to one group of businesses than another...
