More than 16,000 billion VND needed to build 5.3 km of Ho Chi Minh City Ring Road 2

5.3 km long, section 4 of Beltway 2 connecting National Highway 1 through Nguyen Van Linh Street with a total investment of 16,400 billion VND, is proposed to be built in two phases before 2030.

The proposal has just been sent by the Department of Transport to the Ho Chi Minh City People's Committee to soon complete Ring Road 2, after many years of not being able to close it. This is the axis surrounding the inner city with a total length of 64 km, helping to divide traffic, limit vehicles running through the center and increase connectivity to seaports and industrial parks. Currently, the route has about 14 km not yet closed, divided into 4 sections.

Section 4 of Ring Road 2 passing through the southern part of the city is estimated to have the largest investment cost of about 16,400 billion VND. Of which, the cost of site clearance with a width of 60 m is estimated at nearly 13,200 billion VND. The project also includes the construction of Phu Dinh and Ba To bridges, a tunnel through Kinh Duong Vuong Street, an overpass on Vo Van Kiet and Nguyen Van Linh routes, parallel roads, etc.

In the context of the difficulty in arranging the medium-term budget for 2021-2025, the Department of Transport proposed to divide this route into two investment phases. Accordingly, from now until 2027, the section from Vo Van Kiet to Nguyen Van Linh will be built first, 3.4 km long, with a cost of nearly VND 9,000 billion. The compensation and clearance for this section will account for more than VND 7,000 billion and will build Phu Dinh and Ba To bridges, an overpass on Nguyen Van Linh route; and a parallel road.

The above road section is considered important, when completed, it will open up a new direction connecting District 8 and Binh Tan to the South of the city via Phu Dinh Bridge. This axis will help reduce congestion on Highway 1, increasing the capacity of goods trading in the area.

The city's transport sector has proposed to implement the remaining two kilometers of section 4, from National Highway 1 to Vo Van Kiet Street, in the 2026-2030 period with a total investment of about VND7,445 billion. Of which, the cost of site clearance is more than VND6,100 billion, the rest is the cost of building an underpass through Kinh Duong Vuong Street, an overpass on Vo Van Kiet Avenue, and a parallel road.

To speed up the implementation progress, the Department of Transport proposed that the city balance the budget capital allocated for the initial phase of the project. In case of difficulties in public investment, the city's transport sector proposed mobilizing external capital, including studying investment by BT (build-transfer) contracts according to the special mechanism of Resolution 98.

Apart from section 4, the remaining three sections of Ho Chi Minh City’s Beltway 2 are all in Thu Duc City. Of these, section 3, 2.7 km long from Pham Van Dong Street to Go Dua intersection, is being implemented under the BT form, but is still unfinished. Sections 1 and 2, with a total length of about 6 km, connecting from Phu Huu Bridge to Pham Van Dong Street, have not been invested in.
